TOWN COUNCIL – Regular Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Delnicki called the Regular Meeting to order at 8:00 p.m.

4.      Roll Call

Members Present:        Mayor Thomas Delnicki

Deputy Mayor Bazzano made a motion to suspend the rules in order to move Item 13. A. forward.  Councillor McCann seconded the motion; and it was approved, unanimously.

13.     Unfinished Business

A.      Resolution Appointing Michael Gonzalez (D) to the Board of Education

BE IT RESOLVED that the South Windsor Town Council hereby appoints Michael Gonzalez (D) to the Board of Education for a term ending November 5, 2013 to fill the unexpired term of Mark Abrahamson.

The motion was approved, unanimously

Town Clerk, Lori Trahan came forward and administered the Oath of Office to Mr. Gonzalez.




ITEM:

The Town Council members recognized and thanked two employees from the Public Works Department, Tim Cronin and Mark Hilton, for putting out a fire on Birch Hill Drive where a garbage can was on fire which was next to the house.

6.      Environmental Health & Safety Message

Mayor Delnicki stated that the disbursement of ambers or hot ashes should not be disposed of in a trash can, especially if it is plastic.

7.      Adoption of Minutes of Previous Meetings

9.      Communications from Officers and Boards Directly Responsible to Council

10.     Reports from Standing Committees

Deputy Mayor Bazzano announced that there was an Athletic Sub-Committee meeting last week where neighbors from the surrounding area came out and expressed their concerns about the project.  The Sub-Committee is working with the neighbors to try to alleviate some of those concerns.  The Athletic Sub-Committee will be meeting again on January 31, 2013 to finalize plans that will be brought forward to the Town Council.

Mr. Galligan informed the Council and public that the WPCA Advisory Committee will be meeting soon to discuss different ways of billing sewer users.

Councillor Prague stated that the Board of Education announced a 3.97% budget increase.

11.     Reports from Temporary Committees

12.     Consent Agenda

Councillor Prague made a motion to approve Items 13. B. and 14. A. through 14. E. as the Consent Agenda.  Councillor Snyder seconded the motion.

Mayor Delnicki asked if anyone wanted anything removed from the Consent Agenda.

Deputy Mayor Bazzano requested that Item 14. E. be removed from the Consent Agenda and Mayor Delnicki requested that Item 14. A. be removed from the Consent Agenda.  The remainder of the Consent Agenda was approved, unanimously.

13.     Unfinished Business

B.      Resolution Appointing Bruce Snow (R) to the Greater Hartford Transit District

BE IT RESOLVED that the South Windsor Town Council hereby appoints Bruce Snow (R) to the Greater Hartford Transit District for a term ending December 12, 2016.

B.      Resolution Reappointing Carol Heffler (R) to the Inland Wetlands Agency/Conservation Commission and Postponing Consideration of this Motion until the Town Council’s Next Regularly Scheduled Meeting

BE IT RESOLVED that the South Windsor Town Council hereby reappoints Carol Heffler (R) to the Inland Wetlands Agency/Conservation Commission for a term ending December 1, 2016 and postpones consideration of this motion until the Town Council’s next regularly scheduled meeting.

C.      Resolution Accepting the Resignation of Jason Race (R) from the Park and Recreation Commission

BE IT RESOLVED that the South Windsor Town Council hereby accepts with regret, the resignation of Jason Race (R) from the Park and Recreation Commission, said resignation effective immediately; and

BE IT FURTHER RESOLVED that the South Windsor Town Council extends its thanks to Jason Race for the time he has dedicated to serving his community by his membership on the Park and Recreation Commission.

D.      Resolution Appointing Daniel Van Horn (R) to the Park and Recreation Commission and Postponing Consideration of this Motion until the Town Council’s Next Regularly Scheduled Meeting

BE IT RESOLVED that the South Windsor Town Council hereby appoints Daniel Van Horn (R) to the Parks and Recreation Commission for a term ending December 31, 2013 to fill the unexpired term of Jason Race and postpones consideration of this motion until the Town Council’s next regularly scheduled meeting.

E.      Resolution Appointing William Nowak (R) an Alternate to the Park and Recreation Commission and Postponing Consideration of this Motion until the Town Council’s Next Regularly Scheduled Meeting

BE IT RESOLVED that the South Windsor Town Council hereby appoints William Nowak (R) an Alternate to the Parks and Recreation Commission for a term ending December 31, 2013 to fill the unexpired term of Daniel Van Horn and postpones consideration of this motion until the Town Council’s next regularly scheduled meeting.

Counciloor Prague made a motion to withdraw this motion.  Councillor Beaulieu seconded the motion; and it was approved, unanimously.

F.      Resolution Accepting the Resignation of Joseph Carino (R) from the Economic Development Commission

BE IT RESOLVED that the South Windsor Town Council hereby accepts with regret, the resignation of Joseph Carino (R) from the Economic Development Commission, said resignation effective immediately; and

BE IT FURTHER RESOLVED that the South Windsor Town Council extends its thanks to Joseph Carino for the time he had dedicated to serving his community by his membership on the Economic Development Commission.

Councillor Havens stated that Joe Carino has served this community for a long time and has been a terrific member to every board or commission he served.  

Mayor Delnicki informed the Council that the Town wanted to recognize Joe for his 50 years of service to the community, but he was unable to be here tonight.

Deputy Mayor Bazzano thanked Joe for all that he has done and gave his best to Joe.

Councillor Yagaloff stated that he has the highest regard for Joe.  Joe is one of the best volunteers that we have had in this community.

Mayor Delnicki suggested that the Town create a “Volunteers Hall of Fame” and Joe Carino should be the first member because he set the standards of voluntarism.  Mayor Delnicki then thanked Joe for his contributions.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.

G.      Resolution Accepting the Resignation of Joseph Carino (R) from the Water Pollution Control Authority

BE IT RESOLVED that the South Windsor Town Council hereby accepts with regret, the resignation of Joseph Carino (R) from the Water Pollution Control Authority, said resignation effective immediately; and

BE IT FURTHER RESOLVED that the South Windsor Town Council extends its thanks to Joseph Carino for the time he had dedicated to serving his community by his membership on the Water Pollution Control Authority.

Councillor McCann stated that rarely does a Town see someone who has served as many years and in as many capacities that Joe has served.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.









ITEM:

H.      Resolution Authorizing the Transfer of $5,000.00 from the Contingency Account to the Capital Projects Fund (Citizens Matching Mini-Grant Account)

BE IT RESOLVED that the South Windsor Town Council hereby authorizes the transfer of $5,000.00 from the Contingency Account to the Capital Projects Fund (Citizens Matching Mini-Grant Account) to cover costs associated with a request for a South Windsor Citizens Matching Mini-Grant.

Mr. Galligan explained that the Lacrosse organization has spent $16,350 of their own money and they are requesting from the Town $5,000.00 to create a practice wall at the high school.  At this time there is no money in the Citizens Matching Mini-Grant account so it is being requested to take funds from the Contingency account to cover this cost.

Mayor Delnicki called for a vote on this motion; it was approved, unanimously.

Deputy Mayor Bazzano made a motion to suspend the rules in order to bring Item 14. J. forward.  Councillor Yagaloff seconded the motion; and it was approved, unanimously.

J.      Resolution for a “Citizens Matching Mini-Grant” to the South Windsor Board of Education

WHEREAS, the South Windsor Town Council created a “South Windsor Citizen Matching Mini-Grant Program” on June 20, 2005; and

WHEREAS, Kevin Foley has duly submitted a proper application for matching funds in the amount of $5,000.00 to help fund a multi-sport practice wall at South Windsor High School; and

WHEREAS, Town Manager Matthew B. Galligan has reviewed and approved this project and application and has determined that it meets all of the criteria of the “South Windsor Citizen Matching Mini-Grant Program”

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council authorizes Town Manager, Matthew B. Galligan to issue $5,000.00 of matching funds to the South Windsor Board of Education from the “South Windsor Citizen Matching Mini-Grant Program”.

Councillor Beaulieu stated that this wall seems to be the same type of wall that is at Rye Street park.

Mr. Kevin Foley explained that the wall is 40 foot long by 16 foot tall which will be used as a multi-sports wall.  The reason this was built is because it is a necessity for the sports as a practice wall.

Coach Giordano came forward and stated that this wall provides a valuable need at the High School with regards to sports.

Deputy Mayor Bazzano explained that for $5,000.00, the Town is getting a wall that costs cost to $25,000.00.  This is where the Mini-Matching grant comes in good use.  Deputy Mayor Bazzano thanked Kevin Foley for helping with this project.

Mr. Foley stated that he can not do this by himself and acknowledged others who have helped.

Councillor Yagaloff thanked everyone for the work that has been done.  

Councillor Prague thanked everyone also and stated that this wall will avoid the need to repair bricks on the side of the building because presently kids use the side of the building as a practice wall.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.







ITEM:

I.      Resolution Authorizing the Transfer of Funds within the Capital Projects Fund

BE IT RESOLVED that the South Windsor Town Council hereby authorizes the transfer of $30,000 from the Communication Tower project and $20,705 from the Boundless Playground project to the Capital Projects listed below:

  • $731 to the Indoor Batting Cages
  • $10,698 to Street Signs
  • $39,266 to Revaluation
  • $10 to Emergency Tank Work at the Police Department

Answering questions from the Council, Mr. Favreau explained that the funds that are being taken from the Boundless Playground project are not funds that the Foundation raised.  The $20,705 is fund balance that was left over from the original construction.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.

K.      Resolution Approving a Refund of Taxes to Forty-Three (43) South Windsor Taxpayers

BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to forty-three (43) South Windsor Taxpayers, the total of said refund being $7,659.34, and as more fully described on attached Exhibit A.

ITEM:

L.      Discussion Item:  Update on Capital Projects (requested by Councillor Snyder)

Councillor Snyder came forward to give the Town Council an update on the Capital Projects Committee.  The Committee met last Wednesday, January 16, 2013 and has developed a plan to move forward.  There were items on the referendum that did not pass and the Committee has decided that any project that did not pass and are critical to do will be reviewed and Capital Projects Committee will develop a two year plan.  A plan will be brought to the Town Council once it has been drafted.  

15.     Passage of Ordinance

A.      Resolution Adopting an Amendment to the South Windsor Code of Ordinances, ordinance #83, Article IV. Advisory Council, Section 26-101. Composition

BE IT RESOLVED that the South Windsor Town Council hereby adopts an amendment to the South Windsor Code of Ordinances, Chapter 83, Article IV. Advisory Council, Section 26-101. Composition, as shown in attached Exhibit B, a copy of which is on file in the Office of the Town Clerk.

Councillor Yagaloff felt that this item should be held off until the next Town Council meeting.  Mayor Delnicki agreed.

16.     Public Input

None

17.     Communications and Petitions from Council

Councillor Yagaloff explained that the Town Council has had many discussions regarding the current Basic Life Support that is offered by our Town Ambulance Corps.  The Town Council passed a resolution that said we wanted to get bids for Advanced Life Support.  That Advanced Life Support would need paramedic support versus the EMT support that is provided by the South Windsor Ambulance Corps.  The Town Council received a letter from the South Windsor Ambulance Corps. that did not address the Town Council’s concerns.  The South Windsor Ambulance Corps. does not believe that the RFP for Advanced Life Support will

ITEM:

17.     Communications and Petitions from Council

produce solutions which are appropriate for the community.  They are recommending that the Town go out to a consultant for emergency medical services industry to advise the Town on deployment options which will best suit the community.  Councillor Yagaloff felt that the South Windsor Ambulance Corps. should have come before the Town Council to tell us how they were going to address our concerns, how they would move forward with providing the paramedic service that the Council has asked for and how they would like to compete for the bid.  Councillor Yagaloff requested that the South Windsor Ambulance Corps. come before the Town Council to tell the Council what it will do for the Town in terms of moving their services forward to Advanced Life Support.

Councillor McCann agreed with Councillor Yagaloff.  Councillor McCann then requested that the Town Manager request from the Consultant for the Town Pension a report with respect to where our pension fund is, not just in terms of where the investments are but how the Town is doing in terms of funding our obligation for the pension.

Mayor Delnicki read the letter from the South Windsor Ambulance Corps. in to the record, as shown in attached, Exhibit C.

Mr. Galligan explained that the Governor did put out a notice today that with the cold weather coming, if anyone has any problems with heating they should dial 211.  Mr. Galligan also explained that residents can also call the South Windsor Human Services.  The Town could establish a heating area if necessary.

Deputy Mayor Bazzano made a motion to adjourn the meeting at 8:46 p.m.  Councillor Prague seconded the motion; and it was approved, unanimously.
