PUBLIC HEARING MINUTES

January 22, 2013
7:15 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on an Amendment to the South Windsor Code of Ordinances, Ordinance #83, Article IV. Advisory Council, Section 26-101. Composition

Mayor Delnicki called the Public Hearing to order at 7:15 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately fourteen (14) people present in the audience.

Councillor Anwar explained that an Ordinance is already in place for an Advisory Council.  The Advisory Council helps to enhance the first responders by strengthening the Town’s capacity to respond to any disaster.  The Advisory Council presently consists of the Chief of Police, the Fire Chief, the Superintendent of Schools and the Director of Public Works.  The Ordinance mentions that there will be three private citizens and Councillor Anwar explained that he would like the number of citizens increased to seven.

Answering questions from the public, Councilor Anwar explained that his proposed change in the Ordinance is to increase the number of citizens from three to seven.  The Chairperson would still be someone from the public.

Mr. Michael Sullivan, 24 Jared Court came forward and questioned why has the public not been included in this in the past and how will increasing the number of residents be a benefit?

Chief Reed, South Windsor Police Department came forward and explained that in the past he does not feel the Town has met its full requirement in accordance with the Ordinance.  Chief Reed recommended that this Ordinance have additional changes be made to it so that there is some language that outlines specific categories of responsibilities and the Ordinance complies with the statute.

Mayor Delnicki asked for a Straw Vote, the results of which were as follows:

Those in opposition of amending the South Windsor Code of Ordinances, Ordinance #83, Article IV. Advisory Council, Section 26-101. Composition:  - 0

The public hearing was closed at 7:22 p.m.
