1. Call Meeting to Order
Mayor Delnicki called the Regular Meeting to order at 8:00 p.m.

5. Public Input
Mr. Don Gonsalves, 40 Bayberry Trail came forward and stated as a taxpayer he is not happy with how the Town is run and feels the Town should be using a calendarized budget. Mr. Gonsalves questioned how much is in the fund balance at this time.
Ms. Mary Etter, Director of the South Windsor Public Library invited the Town Council and public to Pick-of-the-Crop and a Harvest Potluck Supper which is being hosted by the Friends of the Library on Thursday, October 4, 2012 in the Public Library, Friends Room at 6:00 p.m.
6. Environmental Health & Safety Message
Councillor McCann informed the Council and the public that October is Breast Cancer Awareness Month. The purpose of raising awareness is to get people informed and get them screened.
Deputy Mayor Bazzano stated that the youth football and youth soccer will be participating in events to support breast cancer awareness.

7. Adoption of Minutes of Previous Meetings
BE IT RESOLVED that the South Windsor Town Council approves the Minutes of the following Town Council Meetings: Work Session Meeting of September 17, 2012; and Regular Meeting of September 17, 2012.

13. New Business
A. Resolution Approving the Transfer of $30,000 from the Contingency Account to the Public Building Commission Budget (Tabled from the September 17, 2012 meeting)
BE IT RESOLVED that the South Windsor Town Council hereby approves the transfer of $30,000 from the Contingency Account to the Public Building Commission Budget for expenses necessary to prepare a conceptual plan including rough design, square footage and approximate cost for the Charles Enes Community Center expansion.
Was made by Councillor Beaulieu
Seconded by Councillor Prague
Councillor Prague stated he feels it is premature to allocate funds to the Public Building Commission before they have had a chance to study this project. After the Public Building Commission meets, they can come back to the Council with suggestions.
Councillor McCann informed the public that the Town Council is not ignoring the situation. It is felt that the Public Building Commission should review this project before the decision to allocate funds is made.
Councillor Beaulieu made a motion to withdraw this resolution. Councillor Anwar seconded the motion to withdrawn; and it was approved, unanimously.
B. Resolution Approving the Transfer of $5,646 from the Town Clerk Professional Account to Various General Fund Operating Budgets
BE IT RESOLVED that the South Windsor Town Council hereby approves a transfer of $5,646 from the Town Clerk Professional account, to cover the following 2011/2012 expenditures:
- $159 to the Zoning Board of Appeals Advertising account
- $5,487 to the Town Attorney Professional account

Councillor Yagaloff stated he would not be able to support this resolution at this time because he does not recall being told that the Town Attorney account was running over budget.
Deputy Mayor Bazzano made a motion to table this resolution until the October 15, 2012 meeting. Councillor Yagaloff seconded the motion; and it was approved, unanimously.
C. Resolution Authorizing the Town Manager to Enter into a Contract for an Historic Documents Preservation Grant with the Connecticut State Library
BE IT RESOLVED that the South Windsor Town Council hereby authorizes Matthew B. Galligan, South Windsor Town Manager to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for an Historic Documents Preservation Grant.

14. New Business
A. Resolution Approving a Refund of Taxes to Sixty-One (61) South Windsor Taxpayers
BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to sixty-one (61) South Windsor Taxpayers, the total of said refund being $6,814.68, and as more fully described on attached Exhibit A.

At 8:22 p.m. Deputy Mayor Bazzano made a motion to adjourn the Regular Meeting. Councillor McCann seconded the motion; and it was approved, unanimously.
