TOWN COUNCIL – Emergency Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Delnicki called the Emergency Meeting to order at 6:30 p.m.

2.      Roll Call

Members Present:        Mayor Thomas Delnicki
        Deputy Mayor Gary Bazzano
        Councillor Cindy Beaulieu
        Councillor Ed Havens
        Councillor Kevin McCann
        Councillor Cary Prague
        Councillor Janice Snyder
        Councillor Keith Yagaloff (arrived at 6:38 p.m.)

Members Absent:         Councillor M. Saud Anwar

Also Present:   Matthew B. Galligan, Town Manager

3.      New Business

  • Resolution Appropriating $1,500,000 for Planning, Design, Acquisition and Construction of an Addition to the Community Center and Authorizing the Issuance of $1,500,000 Bonds of the Town to Meet Said Appropriation and Pending the Issuance Thereof the Making of Temporary Borrowings for Such Purpose
BE IT RESOLVED that the South Windsor Town Council hereby appropriates $1,500,000 for planning, design, acquisition and construction of an addition to the Community Center and authorizes the issuance of $1,500,000 bonds of the Town to meet said appropriation and pending the issuance thereof the making of temporary borrowings for such purpose, and as more fully described in attached Exhibit A.

Councillor Yagaloff explained that the purpose of this resolution is to provide more space at the Community Center.  It is believed that $1,500,000 can produce a 10,000 square foot addition.  If this is unable to happen, the goal would be to build the largest available cost effective space up to 10,000 square feet.  Councillor Anwar is committed to this and the goal is to provide referendum opportunities for all parts of the community and allow the taxpayers to vote on this item.  Councillor Yagaloff stated he would support this item for referendum.

Councillor Havens questioned what $1,500,000 buy?  Mr. Galligan stated that last time when this project was reviewed it would only be for seniors and would require additional work to be done to the building which raised the cost at that time.  This current resolution will consist of a general expansion of the Community Center.   

Councillor Havens voiced concern about having so many referendums to be voted on, but stated that he would support this resolution and feels the expansion is needed.  The taxpayers can make a decision whether to approve this referendum.  

Mayor Delnicki explained that he would like to see something done at the Community Center, but would like to see something successfully done.  Mayor Delnicki stated that he is concerned about this referendum because the taxpayer does not know what $1,500,000 will buy for the Town.  More information is necessary on this referendum so residents will know what they are voting on.  A suggestion was made to send this to the Public Building Commission so they can review this project to see what $1,500,000 can buy the Town.  Mayor Delnicki said he could not support this referendum at this time until there is more information regarding this project.

Councillor Havens stated that this referendum is no less valuable then the first referendum on the ballet and they all will appear on the ballet at the same time.  Putting the expansion of the Community Center out to referendum will remind the public that this is still an important item.  It is important for this to go out to the public for their vote.

Answering questions from the Council, Mr. Galligan explained that there are old designs that could be reviewed by an Architect who would put together a new design for the Community Center.

Councillor Yagaloff stated it would be good to have a more definitive plan for this project but the whole Council should be behind all of the referendum projects.  They are important for them to succeed and it is important for the residents to understand that the Town Council is supporting all of the referendums together.  This is a project that should be decided upon by the public.

Mayor Delnicki explained that even if this item does not go to referendum, something is going to be done and will be done properly which will be a product that the public can see where funds will be spent.

Mayor Delnicki called for a vote on the resolution; it failed on a roll call vote of 3 to 5 with Councillor Havens, Yagaloff and Snyder voting in favor of approval of this resolution; and Mayor Delnicki, Deputy Mayor Bazzano, Councillors Prague, McCann and Beaulieu voting in opposition to the approval of this resolution.  

4.      Adjournment

At 6:51 p.m. Councillor McCann made a motion to adjourn the Special Meeting.  Councillor Beaulieu seconded the motion; and it was approved, unanimously.
