TOWN COUNCIL – Regular Meeting

1. Call Meeting to Order
Mayor Delnicki called the Regular Meeting to order at 8:00 p.m.

Mayor Delnicki presented a proclamation to the Human Services Department for receiving a Statewide award for Creative Fundraising for The Dancing with Stars event.
5. Public Input
Mr. Matt Riley, 12 Heatherwood Drive came forward to support the athletic fields proposal. Mr. Riley felt any items that are maintenance related should be taken out of the operating budget. The Athletic Sub-Committee put forth a concise and compelling proposal. There is a need for the proposed fields and it is the right time for the Town to finance such a project.
Mr. Derek DeMartino, 36 Judge Lane came before the Town Council and stated that the Town needs better fields and more fields. This is the perfect time to create more fields and improve existing fields.
Mayor Delnicki recessed the Regular Meeting at 8: 20 p.m. in order to finish the Work Session. The Regular Meeting reconvened at 8:46 p.m.

7. Adoption of Minutes of Previous Meetings
BE IT RESOLVED that the South Windsor Town Council approves the Minutes of the following Town Council Meetings: Work Session Minutes June 18, 2012; Special Work Session of July 9, 2012; Regular Meeting of June 18, 2012; and Special Meeting of July 9, 2012.

13. Unfinished Business
A. Resolution Appointing Karen Patterson (D) to the Human Relations Commission
BE IT RESOLVED that the South Windsor Town Council hereby appoints Karen Patterson (D) to the Human Relations Commission for a term ending November 30, 2014 to fill the expired term of Rabbi Jeffrey Glickman.

14. New Business
A. Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on an Amendment to Ordinance #190 – Demolition Delay
BE IT RESOLVED that the South Windsor Town Council hereby sets Tuesday, September 4, 2012, at 7:15 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on an amendment to Ordinance #190 – Demolition Delay.

Councillor McCann stated that he has been an opponent to the Demolition Delay Ordinance since its inception and felt that it is a restriction on private property. Changes have been implemented into the Ordinance since the first time the Council had reviewed it. Councillor McCann stated he still has concerns about applying and imposing additional restrictions on private property owners but feels as a Council needs to work together to come up with Ordinances that meet various concerns. Councillor McCann stated he would support sending this Ordinance to public hearing and looks forward to hearing what the public has to say.
Mayor Delnicki called for a vote on the resolution; it was approved, unanimously.

B. Resolution Approving a Refund of Taxes to One (1) South Windsor Taxpayer
BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to one (1) South Windsor Taxpayer, the total of said refund being $10.00, and as more fully described on attached Exhibit A.

15. Passage of Ordinance
None
16. Public Input
Deputy Mayor Bazzano read a letter into the record from Mr. Eric Lajoie speaking in favor of the proposal made by the Athletic Fields Sub-Committee, as shown in attached Exhibit B.
Mr. Eric Mahan, 50 Henry Road came before the Town Council to speak in favor of the fields project which would create additional fields and improvements to existing fields.
17. Communications and Petitions from Council
Councillor Prague congratulated Chief Cooney on being sworn in as the Fire Chief and also congratulated Dr. Joe Wood on being chosen for the position of Interim Superintendent in Bolton.
Councillor Anwar reiterated that the community will decide on the referendum but he feels the referendum issues should not be lumped together but should be separate.

At 9:00 p.m. Councillor McCann made a motion to adjourn the Regular Meeting. Councillor Snyder seconded the motion; and it was approved, unanimously.
