PUBLIC HEARING MINUTES

April 25, 2012
7:30 p.m.

South Windsor Town Council

PURPOSE:        To receive citizen input on the Proposed General Government Budget for Fiscal Year 2012/2013

Mayor Delnicki called the Public Hearing to order at 7:04 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There was approximately two (2) people present in the audience.

Mayor Delnicki requested that everyone take a moment of silence to remember Mr. Robert Benson who had passed away earlier this year and was someone who came regularly to the General Government budget meetings.

Mr. Galligan came forward to review the General Government budget.  He explained that the budget as presented to the Town Council includes the Town budget and the Board of Education budget totaling $99,400,971 which is an increase of 3.11%.  The Board of Education has requested a $1.5 million dollar increase or a 2.37% increase.  The Town is requesting a $1.4 million dollar increase or a 4.58% increase.  The Town’s budget includes debt service, capital leases, pension, capital projects of both the Board of Education and the Town Government.  The debt service also includes any debt service of the Board of Education for the High School, Timothy Edwards and some of the projects they have participated in.  The requirements of GASB 45 states that post employment benefits are earned during ones working years.  The obligation should be recognized over the same period.  The Town had a large increase in this area due to a Board of Education adjustment.  Major concerns in this budget is the Workman’s Compensation which is an increase $88,566 and includes a settlement of a claim.  The GASB OPEB for $105,000 which was attributed to the Board of Education.  Health Insurance is $369,399 which is an 11% increase.  Social Security is up $12,594 because the Town does not  have a lot of new positions into this budget.  The Pension is $363,742 which is to meet the Town’s ARC.  Liability Insurance is $5,923 and Debt Service is $37,455.  All of these items add up to $983,679 which are all items that the Town is required to pay.  There is a reduction in Capital Leases of $278,038.  The Total increase for all departments is $779,820 which is not a huge amount.  

Mr. Galligan stated that another concern he has is regarding the Capital Projects budget.  There has been a Committee established that will review this area further.  Mr. Galligan then requested that the Town Council review the computer replacements being put back into the operating budget instead of the capital projects.

Mayor Delnicki asked if there was anyone from the public that would like to speak, there was none.

   Council:  - 0

Those in favor of lowering the General Government Budget:  - 0

Those in favor of raising the General Government Budget:  - 0

The public hearing was closed at 8:07 p.m.
