TOWN COUNCIL – Special Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Delnicki called the Special Meeting to order at 8:00 p.m.

2.      Roll Call

Members Present:        Mayor Tom Delnicki
        Deputy Mayor Gary Bazzano
        Councillor Saud M. Anwar
        Councillor Cindy Beaulieu
        Councillor Ed Havens
        Councillor Kevin McCann
        Councillor Janice Snyder
        Councillor Keith Yagaloff

6.      Special Business

A.      Resolution Setting a Time and Place for a Public Hearing on the Proposed General Government Budget for Fiscal Year 2012/2013

BE IT RESOLVED that the South Windsor Town Council hereby sets Wednesday, April 25, 2012, at 7:00 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed General Government Budget for Fiscal Years 2012/2013.

Was made by Councillor Havens
Seconded by Councillor Snyder

Councillor Havens stated he would like some type of effort made to get the public to participate with the General Government budget.

Mayor Delnicki suggested that a letter be sent to the Hartford Courant from the Town Council signed by the Mayor questioning why they do not cover South Windsor any more.

Councillor McCann questioned why this public hearing is being held on a Wednesday night instead of on Monday night like normal.  It is tough for some Councillors to be present on Wednesday nights.

Mayor Delnicki suggested that Tuesday, April 24, 2012 or Thursday, April 26, 2012 be considered.

Councillor McCann made a motion to amend the resolution that the public hearing be held on Thursday, April 26, 2012 rather than Wednesday, April 25, 2012.  Councillor Snyder seconded the motion.  

The Town Council members discussed the availability of the Council Chambers and found that there is a previously booked function that night.  Councillor Snyder suggested that the time be changed to 7:30 p.m. rather than 7:00 p.m.  McCann withdrew his amendment and made a new friendly amendment that the public hearing be held at 7:30 p.m. on Wednesday, April 25, 2012 rather than 7:00 p.m.

Mayor Delnicki called for a motion on the resolution as amended; it was approved, unanimously.

        The resolution to read as follows:

BE IT RESOLVED that the South Windsor Town Council hereby sets Wednesday, April 25, 2012, at 7:30 p.m., in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed General Government Budget for Fiscal Years 2012/2013.

B.      Resolution Setting a Time and Place for a Public Hearing on the Proposed Board of Education Budget for Fiscal Year 2012/2013

BE IT RESOLVED that the South Windsor Town Council hereby sets Thursday, April 12, 2012, at 7:00 p.m., Timothy Edwards Middle School, Room Alt. #6, 100 Arnold Way, South Windsor, Connecticut as the time and place for a Public Hearing to receive citizen input on the proposed Board of Education Budget for Fiscal Years 2012/2103.

Was made by Councillor Snyder
Seconded by Deputy Mayor Bazzano
The motion was approved, unanimously

D.      Discussion Item – Department Budget Presentation (requested by Mayor Delnicki)

This item was discussed at the March 19, 2012 Regular Meeting.

E.      Discussion Item – Beautification Committee (requested by Mayor Delnicki)

Mayor Delnicki stated that he was approached by Sandy Jeski requesting to have a Beautification Committee established.  This Committee would be run and chaired by local activists.  This Committee would come up with a list of places that may need some work done in them so when a civic organization comes forward the Committee would give them different ideas to allow them to work on different projects such as in Town parks or properties.  Mayor Delnicki thanked Sandy Jeski for this suggestion.

Council members gave their consensus that this would be a good idea.

7.      Adjournment

At 8:15 p.m. Deputy Mayor Bazzano made a motion to adjourn the Special Meeting.  Councillor McCann seconded the motion; and it was approved, unanimously.
