PUBLIC HEARING MINUTES

March 5, 2012

7:30 p.m.

South Windsor Council Chambers


PURPOSE:        To receive citizen input on an amendment to Article IV, Blight and Nuisance Ordinance


Mayor Delnicki called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately twenty-four (24) people present in the audience.

The Mayor asked if there was anyone in the audience who wished to address this.

Mr. George Hill, 20 Andreis Trail came before the Town Council.  Mr. Hill recommended that when publishing the ordinance on the website, the changes be outlined.  Mr. Hill feels the fines will not help the process and will only make it harder for individuals to try to sell their homes.  The Town would have had to fine itself regarding the old Post Office because it was not occupied for more than two months.  Mr. Hill then stated that he did not understand how the Hearing Officer would work.

Mr. Charles Regulbuto, 41 Orchard Hill Drive came forward.  Mr. Regulbuto stated he is in support of the ordinance.  South Windsor was named 38th best small Town is America and feels in order to maintain those values and property values, this type of ordinance is necessary as well as enforcement.  Mr. Regulbuto then stated he would like to see the existing ordinance strengthened and enforced.  

Nicole DiBenedetto, 85 Orchard Hill Drive stated that she supports this amendment for the safety of her children, neighbors and also to maintain property values.

As is the custom, the Mayor asked for a show of hands for a straw vote on the proposal.  The results were as follows:

        All those in favor of the amendment to Article IV, Blight and Nuisance - 8

        All those opposed of the amendment to Article IV, Blight and Nuisance -  1

The Public Hearing was closed at 7:37 p.m.
