TOWN COUNCIL – Organizational Meeting
Council Chambers – South Windsor Town Hall


Prior to the commencement of the Program, the pledge of allegiance was led by former Mayor John Pelkey.


1.      Call Meeting to Order

Town Clerk Lori Trahan called the Organizational Meeting to order at 8:05 p.m.

2.      Invocation

Chaplin Jeffrey Glickman delivered the Invocation.

3.      Administering of Oath of Office to Town Council Members by the Town Clerk

        Town Clerk Lori Trahan called for nominations for election of a Mayor by the Town Council for a term of office ending November 5, 2013, or until a successor is chosen and seated.

Councillor Bazzano made a motion to nominate Tom Delnicki as Mayor for a term ending November 5, 2013, or until a successor is chosen and seated.  The motion was seconded by Councillor Yagaloff.  

There being no further nominations, the Town Clerk asked the following:

“All those in favor of the nomination of Tom Delnicki as Mayor, please signify by saying ‘Aye’.”  There being a unanimous response, the Town Clerk then declared Tom Delnicki duly elected as Mayor of South Windsor in accordance with the motion adopted.

5.      Election of a Deputy Mayor by the Town Council for a Term of Office Ending November 5, 2013, or until a Successor is Chosen and Seated

Mayor Delnicki called for nominations for election of a Deputy Mayor by the Town Council for a term of office ending November 5, 2013, or until a successor is chosen and seated.

Councillor Prague made a motion to nominate Gary Bazzano as Deputy Mayor for a term ending November 5, 2013, or until a successor is chosen and seated.  The motion was seconded by Councillor Havens and was unanimously approved.

6.      Appointment of a Clerk of the Council by the Town Council

Councillor Beaulieu made a motion to appoint Deborah W. Reid as Clerk of the Council for a term ending November 5, 2013, or until a successor is chosen and seated.  The motion was seconded by Councillor Anwar and was unanimously approved.

7.      Setting of a Time and Place for Regular Council Meetings

Councillor Anwar made the following motion:

BE IT RESOLVED that the next Regular Meeting of the South Windsor Town Council be set for Monday, November 21, 2011, at 8:00 p.m. in the Council Chambers of the South Windsor Town Hall; and the previous Council schedule of Regular Meetings be adopted pending Council approval of permanent Rules and Procedures.

The motion was seconded by Deputy Mayor Bazzano and was unanimously approved.

Adoption of Rules and Procedures for the Town Council which Include the Method for the Calling of Special Meetings

Councillor Havens made the following motion:

BE IT RESOLVED that the Rules and Procedures of the previous Council be adopted as this Council’s Rules, including the method for the calling of Special Meetings.

The motion was seconded by Councillor McCann and was unanimously approved.

9.      Administering of Oath of Office to Other Elected Officials by the Town Clerk

10.     Remarks by the New Mayor

Mayor Delnicki began his remarks by stating it is hard to believe what our community has gone through this past year.  Mountains of snow crushing the roofs of buildings, an earthquake, Tropical Storm Irene which left many without power for days on end and now a Nor’easter in October by the name of Alfred which has brought a level of destruction South Windsor has not seen in our community in many years.  Yet, South Windsor still stands because of our volunteers and Town staff that were all committed to do what had to be done to pull South Windsor through this crisis.  “One Town, One Future” takes on a new meaning when the chips are down and everyone steps up to the plate.  Mayor Delnicki expressed his gratitude to those who brought South Windsor through the storm.  The recovery has begun with the South Windsor Town Council having secured the services of Ashbritt, a national leader in disaster cleanup.  The first round of debris pickup is under way and should be complete by Thanksgiving.  The goal is simple, which is to return normal life to our community by removing the mountains of debris from our neighborhoods as quickly as possible.  This is the first and foremost challenge facing our community.  In order to keep everyone informed, there will be an update by the Town Manager at every Town Council meeting until the job is complete.  Residents can also find updates on the Town website as well as the Town facebook.  

Mayor Delnicki stated that there are issues that will need to be addressed such as the Connecticut Studios project and the budget.

It is time for the Town Council to put political parties aside to work together for the residents of South Windsor.  Good ideas come from both sides and there is plenty of credit to go around to everyone.  Mayor Delnicki stated he looks forward to working with each and every member of this Council, as well as the public.

Public input at any Town Council meeting is welcomed.  Many of the best ideas that have ever been considered have come from the public.  

Mayor Delnicki welcomed the new members of the Council, Cindy Beaulieu and Janice Snyder.  He also congratulated Dr. Anwar who was appointed to the last Town Council and has now been elected.  Those who did not get elected should stay involved in the community.

Mayor Delnicki recognized and thanked former Mayor John Pelkey who set a very high standard for what a Mayor should be in our community and feels the community is better for that.  Mayor Delnicki then thanked former Councillor Favreau for her service to the community.

Sadly, the Town has lost Mr. Joe Connelly who was a staff member at Timothy Edwards Middle School.

Mayor Delnicki announced that C L & P has a website at www.ct211.org.  There is $10,000,000 to be distributed to individuals for their losses during the recent storm.

Mayor Delnicki then invited those who are interest to come to the Mill on the River for a reception.

12.     Adjournment

A motion to adjourn was made at 8:28 p.m. by Councillor McCann.  It was seconded by Deputy Mayor Bazzano and was unanimously approved.
