PUBLIC HEARING MINUTES

September 26, 2011

7:30 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on the Appropriation of $50,000 from the Capital and Non-Recurring Expenditure Account to cover costs associated with the update to the Town’s Plan of Conservation & Development

Mayor Pelkey called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately nine (9) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak.

Mr. Patrick Kennedy, 9 Tuttle Circle and Chair for the Planning & Zoning Commission came before the Council.  Mr. Kennedy stated he would like to speak in favor of this item for the Planning & Zoning Commission.  By statute this item needs to be updated every 10 years.  The Town Council had requested the Planning & Zoning Commission to look at ways to cut down the expense which has been done.  Eleven thousand dollars has been cut which bring the total cost to what was spent on this plan ten years ago.

Mr. Peter DeMallie, 35 Petersen Way, stated he would like to support the expenditure of funds for Plan of Conservation and Development update.  As indicated it is statutorily mandated.  The firm that was selected has an excellent reputation for this and it is very important that the community work with the consultant and move it along in a timely fashion so that the Town has a plan that is really good for the community.  There are a lot of areas that need to be addressed in this and selecting a good firm at a reasonable price is important.

Mayor Pelkey asked for a Straw Vote, the results of which were as follows:

Those in favor of the Appropriation of $50,000 from the Capital and Non-Recurring Expenditure Account to cover costs associated with the update to the Town’s Plan of Conservation & Development:  - 5

Those in opposition of the Appropriation of $50,000 from the Capital and Non-Recurring Expenditure Account to cover costs associated with the update to the Town’s Plan of Conservation & Development:  - 0

The public hearing was closed at 7:34 p.m.
