WORK SESSION MINUTES
TOWN COUNCIL MONDAY, JULY 18, 2011
COUNCIL CHAMBERS TIME: 7:00 P.M.
1. Call Meeting to Order
Mayor Pelkey called the meeting to order at 7:00 p.m.

3. Public Participation
Mr. Wayne McKinney, 1118 Ellington Road came before the Town Council to seek written support for the efforts the Habitat for Life team is making toward certifying the Town of South Windsor as a Community Wildlife Habitat through the National Wildlife Federation.
Ms. Kory Loucks, a Reporter for the Journal Inquirer came before the Council to announce that she would not be covering South Windsor news any longer. Ms. Loucks explained that she would still be working for the Journal Inquirer, but would be an Arts Writer. The new Reporter covering South Windsor is Mr. Cory Garfman.
Speaking on behalf of the Town Council, Mayor Pelkey thanked Kory Louck and wished her the best in all her future endeavors.
4. Communications
Mayor Pelkey read into the record a letter he received from the Town of Rocky Hill, as shown in attached Exhibit A. Mayor Pelkey then explained that the Town of Rocky Hill is seeking monetary support from South Windsor. A training facility for Police Officers was proposed in Rocky Hill, but a resident sued Rocky Hill over this facility and Rocky Hill incurred the full cost of this legal matter. Rocky Hill is requesting that South Windsor pay $1,400 to help with legal expenses.
Answering questions from the Council, Chief Reed explained that the legal costs have been part of an on-going battle in order to get all the appropriate approvals to ultimately construct the facility. At this point it looks as though the facility is not going forward with construction because the bids came in considerably higher than the amount of the grant. There is currently a search for an existing building within the Capital Region that will meet

the needs of this training facility. The Old Post Office is not large enough and there needs to be more parking for this facility. Notices have been sent out to all of the participating Capital Region communities to request funding relief for these legal fees.
Councillor McCann questioned if the Town has a piece of property in an industrial area with an existing building on it that was a couple of acres in size and the building could have a second story added on to it, would that be suitable for this type of training facility?
Chief Reed responded by stating there are a couple of locations that were discussed with the Town Manager, but our concern is that the Town may lose out on a significant piece of commercial property that could bring revenue in because this facility would become a municipal building.
Councillor McCann stated that the Town presently owns a municipal building on Sullivan Avenue that does not have an identified use or buyer at this time.
