PUBLIC HEARING MINUTES

May 16, 2011

7:15 p.m.

South Windsor Council Chambers


PURPOSE:        To receive citizen input on the conveyance of approximately 2.24 acres of property, subject to existing utility easements, located southeasterly of John Fitch Boulevard, to Connecticut Studios LLC or its designee


Mayor Pelkey called the Public Hearing to order at 7:15 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately forty (40) people present in the audience.

Attorney Brian Smith from Robinson and Cole came before the Town Council to give the Town Council an explanation regarding this issue.  Attorney Smith explained that this is 2.24 acres off of John Fitch Boulevard and is part of the acreage being proposed for the Connecticut Studios project.  In 2009 the State was going to sell approximately 1.9 acres to the Town for this development and then in April of 2010 the State sold 2.24 acres to the Town.  In order for the Town to convey this property to Connecticut Studios, the property had to be appraised.  A new appraisal was done and the 2.24 acres is valued at $11,000.  This public hearing is being held in order to hear from any public and then the Town Council will have to make a decision if this property will be conveyed to Connecticut Studios.  

Mayor Pelkey stated that the land is very limited in its scope of use.  Attorney Smith also stated that this property is under all of the power lines.

Mayor Pelkey asked for a Straw Vote, the results of which were as follows:

Those in favor of the Town of South Windsor conveying approximately 2.24 acres to
          Connecticut Studios:  - 15
Those opposed to the Town of South Windsor conveying approximately 2.24 acres to
          Connecticut Studios:  - 0

The public hearing was closed at 7:20 p.m.
