PUBLIC HEARING MINUTES


April 25, 2011
7:00 p.m.


South Windsor Council Chambers


PURPOSE:        To receive citizen input on the Proposed General Government Budget


Mayor Pelkey called the Public Hearing to order at 7:00 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately five (5) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak.

Mr. Don Gonsalves, 40 Bayberry Trail stated that the State will need to cut the amount given to Town’s next year and he feels it is the Town Council’s responsibility to prepare a contingency plan which will address any shortfall from the State.  Increasing the property taxes to supplement any offsets is unacceptable.  Mr. Gonsalves then questioned the $433,000 for the Woodcock property.

Mr. Galligan explained that this amount is an installment amount that is due for the purchase of the property for the firehouse.  The installment payment will be in next year’s budget also, but after next year the payments will be done.

Mr. Gonsalves requested that in future budgets, the number of employees be included in the budget.

Following comments from the audience, Mayor Pelkey asked for a Straw Vote, the results of which were as follows:

Those in favor of the budget as proposed:  - 0
Those opposed to the budget as proposed:  - 2
Those in favor of increasing the proposed budget:  - 0

The public hearing was closed at 7:08 p.m.
