PUBLIC HEARING MINUTES

July 6, 2010
7:45 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on an appropriation of $100,000 from the Capital and Non-Recurring Expenditure Account to fund the Energy Management Library

Mayor Pelkey called the Public Hearing to order at 7:45 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately five (5) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak.

Mr. Don Gonsalves, 40 Bayberry Trail stated that he feels an explanation is warranted on this item.

Mr. Michael Gantick, Director of Public Works came forward to give further explanation of this project.  Mr. Gantick explained that the HVAC system at the Library is 15 years old.  This is the only system that is running on the automated system that can not be accessed remotely.  This proposal will allow the Town to tie this system into the system the Town has for the rest of the buildings.  This would allow the system to be controlled remotely as well as manage energy.

Answering questions from the Town Council. Mr. Majors stated that there would be incentives available from C L & P and there should be an energy savings estimated between 5% to 10%.

Mr. Gonsalves, 40 Bayberry Trail came forward again and stated that further facts and figures should be available on the return of investment.  Mr. Gonsalves felt that this public hearing should be postponed and further information should be provided to the Town Council and public.

Answering further questions from the Council, Mr. Majors explained that the budgetary number between $65,000 and $75,000 was the beginning figure to try to calculate this item out.  This price did not include engineering costs which are 15% and then another 10% for contingency.  Councillor McCann stated that this would still figure to approximately $85,000 and does not understand why $100,000 is being proposed.  

Mayor Pelkey stated that the whole driver behind this was not necessarily the energy savings, but was because the system is old, the parts are hard to get and the technology is out dated.  Mr. Majors added that the majority of the components for this system are out there but the manufacturer has stated that it is not known how much longer the parts are going to be made.  Mr. Majors then stated that he will search further to see if there is any grant money available from the State to help with the cost of this item.  

Presently the Town uses Teletrol to control the system.  The Town is proposing to use Johnson Controls who will install a system called Metasys.  Mr. Majors said he would come back to the Town Council with the total cooling bill and heating bill for the year.
