PUBLIC HEARING MINUTES

July 6, 2010
7:25 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on an appropriation of $39,500 from the Capital and Non-Recurring Expenditure Account to fund replacement of Eli Terry Gym floor

Mayor Pelkey called the Public Hearing to order at 7:25 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately five (5) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak.

Mr. Pat Hankard, Director of Facility Operations for the South Windsor Public Schools came forward and explained that the Eli Terry gym floor was laid in 1965 which is 45 years ago.  It is VAT (vinyl asbestos tile) which is what was used in that era.  Last year the tile began to pop in certain areas.  The tile needs to be removed and replaced with another surface.  The Board of Education is prohibited to go out to bid under State regulations until there is a budget established for this project.  This project is eligible for reimbursement under the State School Facilities Unit.  Reimbursement will be approximately 45% of the project cost.  It is hopeful to get this project done this summer depending on when bid results are complete and given that there is still enough time before school begins to complete the floor.

Following comments from the audience, Mayor Pelkey asked for a Straw Vote, the results of which were as follows:
