PUBLIC HEARING MINUTES

July 6, 2010
7:15 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on an appropriation of $54,000 from the Capital and Non-Recurring Expenditure Account to fund replacement stage curtains at South Windsor High School and Timothy Edwards Middle School

Mayor Pelkey called the Public Hearing to order at 7:15 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately six (6) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak, there was none.

Mr. John Bassilakis, 220 Laurel Street came forward and stated that he feels this is the wrong time to be spending money for this type of product and encouraged the Town Council to vote against this.  

Mr. Pat Hankard, Director of Facility Operations for the South Windsor Public Schools came forward and explained that the stage curtains at the high school were replaced during the renovation in 1991 and at the middle school stage curtains were replaced when that school was renovated in 1999.  The curtains are made of all cotton and require to be cleaned and re-fire proofed every five years.  This creates wear and tear on these curtains and as a result they will probably not survive another dry cleaning and fire proofing.  It is being proposed to replace these stage curtains with a cotton and synthetic blend curtain which are permanently fire proofed.  They should have a useful life of thirty years.  This project has gone out to bid and the lowest bid came back with $44,844 to which a 5% contingency is being proposed in case there is anything else that needs to be replaced.  Mr. Hankard stated he would like to revise the request for a total of $45,700.

Following comments from the audience, Mayor Pelkey asked for a Straw Vote, the results of which were as follows:
