WORK SESSION MINUTES
TOWN COUNCIL MONDAY, JUNE 7, 2010
COUNCIL CHAMBERS TIME: 7:00 P.M.
1. Call Meeting to Order
Mayor Pelkey called the meeting to order at 7:05 p.m.

Also Present: Matthew Galligan, Town Manager
The “2010 FIRST World Champions”, (South Windsor Bobcat Robotics team) came before the Town Council and did a demonstration of their robot. Mayor Pelkey read and presented a proclamation to the team.
3. Public Participation
Ms. Nancy Yario of 20 Andreis Trail came forward. She questioned what the status of a buffer between the dog park and neighborhood is. Mrs. Yario stated that she would like to see a fence erected that would screen the dog park and help with the noise. Mr. Galligan explained that the Park & Recreation Commission has discussed this issue and it was their recommendation that a buffer of trees be erected on town property.
4. Communications
Councillor Hale felt that a fence should be erected which would make residents happy and this issue could be over with.
Councillor Yagaloff felt that the town should get a cost for fencing and for trees and go to the neighborhood to see what each resident would prefer in their yard.
Councillor Hale then stated that she feels an 8-24 referral to the Planning & Zoning should be done to get their view on this issue. Deputy Mayor Havens felt that referring this issue to the Planning & Zoning Commission after the fact is going to present a problem. Deputy Mayor Havens suggested that a sub-committee be formed meet with the Town Manager and the neighborhood to discuss this issue and try to work out a compromise.

Mayor Pelkey formed a sub-committee consisting of Councillor Hale, Councillor Bazzano, Deputy Mayor Havens and himself to meet and discuss this issue with the neighborhood and the Town Manager.

7. Executive Session
At 7:40 p.m. Mayor Pelkey made a motion to go into Executive Session to discuss purchase of real estate for the Town of South Windsor (190 & 260 Niederwerfer Road and Peck Property at 1682 Main Street. Councillor Bazzano seconded the motion; and it was approved, unanimously.
The following individuals went into Executive Session: Mayor Pelkey, Deputy Mayor Havens, Councillor Delnicki, Councillor Favreau, Councillor Hale, Councillor McCann, Councillor Prague, Councillor Yagaloff, Town Manager Matthew Galligan and Ms. Pat Botteron who is the Chair of the Open Space Task Force.
At 8:05 p.m. Councillor Delnicki made a motion to adjourn the Executive Session. Councillor Hale seconded the motion; and it was approved, unanimously.
8. Adjournment
At 8:06 p.m. Councillor Delnicki made a motion to adjourn the Work Session. Deputy Mayor Havens seconded the motion; and it was approved, unanimously.
