TOWN OF SOUTH WINDSOR
WORK SESSION MINUTES

TOWN COUNCIL                                                             MONDAY, MAY 17, 2010
COUNCIL CHAMBERS                                                               TIME:  7:15 P.M.


1.      Call Meeting to Order

Mayor Pelkey called the meeting to order at 7:15 p.m.

2.      Roll Call

Members Present:        Mayor John Pelkey
        Deputy Mayor Edward Havens
        Councillor Tom Delnicki
        Councillor Janice Favreau
        Councillor Kathryn Hale
        Councillor Kevin McCann
        Councillor Cary Prague
        Councillor Keith Yagaloff

Members Absent: Councillor Gary Bazzano

Also Present:           Matthew Galligan, Town Manager

Mayor Pelkey presented a proclamation to Chief Gary Tyler who will be retiring from the South Windsor Police Department on June 4, 2010 after 23 years of service.  Chief Tyler came before the Town Council and thanked everyone that came out tonight to witness this transition.  Chief Tyler stated that he has left the department in great shape with wonderful officers.  Chief Tyler then thanked the citizens for supporting the police department, the Town Council and the Town Manager.

Chief Gary Tyler then stated that as Chief of South Windsor Police Services he is informed of the requirements for the position of Chief of Police and having reviewed the qualifications and credentials of Matthew D. Reed do now recommend him to the Town for appointment to the position of Chief of Police.

Town Manager Matthew Galligan thanked Chief Tyler and concurred with his recommendation and stated “therefore by the authority vested in me by Section 407 of the Charter of the Town of South Windsor I do hereby appoint Matthew D. Reed to the position of Chief of Police for the Town of South Windsor.”

Chief Gary Tyler administered the Oath of Office to the new Chief of Police, Matthew D. Reed.

7.      Executive Session

At 7:47 p.m. Mayor Pelkey made a motion to go into Executive Session to discuss pending litigation for 85 Nutmeg Road.  Councillor Delnicki seconded the motion; and it was approved, unanimously.

The following individuals went into Executive Session:  Mayor Pelkey, Deputy Mayor Havens, Councillor Delnicki, Councillor Favreau, Councillor Hale, Councillor McCann, Councillor Prague, Councillor Yagaloff and Town Manager Matthew Galligan.

At 7:47 p.m. Councillor Prague made a motion to adjourn the Executive Session.  Councillor Hale seconded the motion; and it was approved, unanimously.

8.      Adjournment

At 8:00 p.m. Councillor Delnicki made a motion to adjourn the Work Session.  Councillor Hale seconded the motion; and it was approved, unanimously.
