TOWN COUNCIL – Special Meeting

1.      Call Meeting to Order

Mayor Pelkey called the Special Meeting to order at 7:02 p.m.

Members Present:        Mayor John Pelkey
        Deputy Mayor Edward Havens
        Councillor Gary Bazzano
        Councillor Thomas Delnicki
        Councillor Janice Favreau
        Councillor Kathryn Hale
        Councillor Kevin McCann
        Councillor Cary Prague
        Councillor Keith Yagaloff

Also Present:           Matthew B. Galligan, Town Manager

6.      Special Business

A.      Resolution Adopting the Board of Education Budget for Fiscal Year 2010/2011

BE IT RESOLVED that the South Windsor Town Council hereby adopts a Board of Education Budget with expenditures totaling $63,000,000, for the Fiscal Year commencing on July 1, 2010 and terminating on June 30, 2011, a copy of which Budget is on file in the Office of the Town Clerk.

Was made by Councillor Yagaloff
Seconded by Councillor Hale

Councillor McCann made a motion to Amend the resolution to increase the budget to $63,200,000.  Councillor Bazzano seconded the Amendment.  The Amendment failed on a Roll Call vote of 3 to 6 with Councillor Bazzano, Councillor Prague and Councillor McCann voting in favor of the Amendment; and Mayor Pelkey, Deputy Mayor Havens, Councillor Delnicki, Councillor Hale, Councillor Favreau and Councillor Yagaloff voting in opposition to the Amendment.

Councillor Delnicki made a motion to Amend the Resolution to decrease the proposal of $63,000,000 to $62,800,000.  Councillor Yagaloff seconded the Amendment.  The Amendment failed on a Roll Call vote of 1 to 8 with Councillor Delnicki voting in favor of the Amendment; and Mayor Pelkey, Deputy Mayor Havens, Councillor Bazzano, Councillor Favreau, Councillor Hale, Councillor McCann, Councillor Prague and councilor Yagaloff voting in opposition to the Amendment.

Mayor Pelkey called for a vote on the original motion; it passed on a Roll Call vote of 6 to 3 with Mayor Pelkey, Deputy Mayor Havens, Councillor Favreau, Councillor Yagaloff, Councillor Hale and Councillor Bazzano all voting in favor of a Board of Education Budget of $63,000,000; and Councillor Delnicki, Councillor Prague and Councillor McCann voting in opposition of a Board of Education Budget of $63,000,000.

7.      Executive Session

At 8:15 p.m. Councillor Hale made a motion to go into Executive Session to discuss documents containing financial information provide din confidence and exempt from disclosure pursuant to C.G.S. § 1-200(6) and 1-210(b)(5)(B) regarding The Connecticut Studios project; and a personnel issue with the Clerk of the Council.  Councillor Delnicki seconded the motion; and it was approved, unanimously.

The following individuals went into Executive Session:  Mayor Pelkey, Deputy Mayor Havens, Councillor Delnicki, Councillor Bazzano, Councillor Favreau, Councillor Hale, Councillor McCann, Councillor Prague, Councillor Yagaloff, Town Manager Matthew B. Galligan, Economic Development Coordinator Craig Stevenson (The Connecticut Studios), and Clerk of the Council Deborah Reid (personnel issue).

At 9:00 p.m. Councillor McCann made a motion to adjourn the Executive Session.  Deputy Mayor Havens seconded the motion; and it was approved, unanimously.

At 9:05 p.m. the Special Meeting was adjourned.
