WORK SESSION MINUTES
TOWN COUNCIL MONDAY, MARCH, 2010
COUNCIL CHAMBERS TIME: 7:00 P.M.
1. Call Meeting to Order
Mayor Pelkey called the meeting to order at 7:03 p.m.

3. Public Participation
Ms. Annamae Davis, 9 Ridge Road came before the Town Council. Ms. Davis stated that there will be a public meeting to discus the Connecticut Water increase on March 31, 2010 at 6:30 p.m. in the Council Chambers. Ms. Davis requested that Town Council members come to this meeting to speak against this increase. The increase will affect residents as well as the Town.

6. Items for Discussion
A) Resource Allocation
Councillor McCann stated that he requested this item be discussed. Councillor McCann pointed out that the Town is not bringing in as much revenues as in the past and he feels it is time to address the effects this is having on the Town. Different options to deal with this would be to do nothing, reduce staff, reallocate our resources, or reallocate our staff. There are many options to consider and while the budget season is upon us, these are the items that should be discussed and decisions should be made. Councillor McCann requested that Council members think about different options and this item will be discussed at another meeting.

Councillor Yagaloff said that shared services should be considered and discussed.
Councillor Hale stated that she does agree with the overall concept but would like more specific personnel or departments that have excess resources.
Mr. Galligan responded saying that town personnel shares a lot of responsibilities already. Mr. Galligan suggested that during the budget process, department heads come before the Town Council to discuss what their present responsibilities are.
At 7:15 p.m. Mayor Pelkey recessed the Work Session in order to hold a scheduled public hearing. The Work Session reconvened at 7:20 p.m.
Councillor Hale also suggested that clean energy and clean energy resources would be a good thing to review. The Town would not be able to take advantage of lower rates until after the present contract expires in 2012.
Councillor Bazzano felt a new Share Services Sub-Committee should be formed which also consists of residents. Mayor Pelkey stated that having citizen input would be desirable in anything that the Council does, and Mayor Pelkey also felt that town staff input would be valuable.
At 7:25 p.m. Mayor Pelkey recessed the Work Session in order to hold a scheduled public hearing. The Work Session reconvened at 7:26 p.m.
After listening to other Council members, Councillor McCann stated that it was good to hear positive feedback from other Councillors and also to know that other Councillors are in favor of discussing this item. Councillor McCann requested that in the future the Town Manager give the Council an idea where departments can get efficiencies.
Mayor Pelkey suggested that cross training for departments should be implemented. This will give departments a better understanding of what other departments do and how they work.
At 7:45 p.m. Mayor Pelkey recessed the Work Session in order to hold a scheduled public hearing. The Work Session reconvened at 7:47 p.m.
Councillor Favreau stated that she is in total agreement with Councillor McCann. Councillor Favreau also thanked Town Manager Matthew Galligan for meeting with her to discuss risk management and stated she is very impressed by the depth of the Town Manager’s knowledge.
