WORK SESSION MINUTES
TOWN COUNCIL MONDAY, October 5, 2009

1. Call Meeting to Order
Mayor Prague called the meeting to order at 7:04 p.m.

3. Public Participation
Mr. Bruce Miller, 119 Quarry Brook Drive came before the Town Council. He explained that he has trees in his backyard that were planted by a developer. The trees are the developers responsibility and they have died. Mr. Miller stated he has sent letters and the Planning & Zoning Commission has sent letters to the developer. The developer has not responded. Mayor Prague stated that the Town Manager will review this situation and respond to Mr. Miller.
4. Communications
Mrs. Pat Botterson, 34 Victor Lane came before the Town Council representing the Open Space Task Force. Ms. Botteron informed the Town Council and public that the Open Space Task Force would be hosting an open house at Wapping Park on October 25, 2009 from 11:00 a.m. to 2:00 p.m. The ribbon cutting is scheduled for 11:30 a.m. There are three trails open and there will be fun activities for the whole family.
Mr. Bill Flagg, 140 McGrath Road requested that at the intersection of Oakland road turning onto Foster Street there be a ten second lead onto Oakland Road. This is a busy intersection and it would be appreciated. Mr. Galligan, Town Manager explained that the Chief of Police is the Traffic Commission for the town and Mr. Galligan would contact him so he can contact the Department of Transportation for this issue.

6. Items for Discussion
A. Presentation by CERC – Connecticut Studios Impact Statement
Mr. Craig Stevenson, Economic Development Consultant for the Town of South Windsor came forward to introduce Mr. Dale Shannon who has spent the last several weeks preparing an impact statement.
Mr. Dale Shannon, a Senior Economist with Connecticut Economic Resource Center, Inc. came before the Town Council. He presented a slide show for the Town Council to review the economic impact that Connecticut Studios, LLC will have on South Windsor (attached, Exhibit A).
At 8:00 p.m., Mayor Prague called the Regular Meeting to order, and then recessed the Regular Meeting in order to finish the Work Session agenda.
Mr. Shannon answered various questions from the Council members.
7. Executive Session
This item will be done at the Regular Meeting.
8. Adjournment
At 8:28 p.m. Mayor Prague made a motion to adjourn the Work Session. Deputy Mayor Bazzano seconded the motion; and it was approved, unanimously.
