TOWN COUNCIL – Organizational Meeting
Council Chambers – South Windsor Town Hall


Prior to the commencement of the Program, a flag ceremony and the pledge of allegiance were conducted by representatives from South Windsor’s Girl Scouts and Boy Scouts, and they then led the singing of The National Anthem.


1.      Call Meeting to Order

Town Clerk Gretchen Bickford called the Organizational Meeting to order at 8:00 p.m.

2.      Invocation

Pastor Randall Pekari delivered the Invocation.

3.      Administering of Oath of Office to Town Council Members by the Town Clerk

4.      Election of a Mayor by the Town Council for a Term of Office Ending November 14, 2011, or until a Successor is Chosen and Seated

        Town Clerk Gretchen Bickford called for nominations for election of a Mayor by the Town Council for a term of office ending November 14, 2011, or until a successor is chosen and seated.

Councillor Havens made a motion to nominate John Pelkey as Mayor for a term ending November 14, 2011, or until a successor is chosen and seated.  The motion was seconded by Councillor Delnicki.  

There being no further nominations, the Town Clerk asked the following:

“All those in favor of the nomination of John Pelkey as Mayor, please signify by saying ‘Aye’.”  There being a unanimous response, the Town Clerk then declared Councillor John Pelkey duly elected as Mayor of South Windsor in accordance with the motion adopted.

5.      Election of a Deputy Mayor by the Town Council for a Term of Office Ending November 14, 2011, or until a Successor is Chosen and Seated

Mayor Pelkey called for nominations for election of a Deputy Mayor by the Town Council for a term of office ending November 14, 2011, or until a successor is chosen and seated.

Councillor Yagaloff made a motion to nominate Edward Havens as Deputy Mayor for a term ending November 14, 2011, or until a successor is chosen and seated.  The motion was seconded by Councillor Hale and was unanimously approved.

6.      Appointment of a Clerk of the Council by the Town Council

Councillor Prague made a motion to appoint Deborah W. Reid as Clerk of the Council for a term ending November 14, 2011, or until a successor is chosen and seated.  The motion was seconded by Councillor McCann and was unanimously approved.

7.      Resolution Accepting the Resignation of Janice Favreau (D) from the Human Relations Commission

Councillor Hale made a motion to accept the resignation of Janice Favreau from the Human Relations Commission, said resignation to be effective immediately.  The motion was seconded by Councillor Bazzano and was unanimously approved.

Setting of a Time and Place for Regular Council Meetings

Councillor McCann made the following motion:

BE IT RESOLVED that the next Regular Meeting of the South Windsor Town Council be set for Monday, November 16, 2009, at 8:00 p.m. in the Council Chambers of the South Windsor Town Hall; and the previous Council schedule of Regular Meetings be adopted pending Council approval of permanent Rules and Procedures.

The motion was seconded by Councillor Bazzano and was unanimously approved.

Adoption of Rules and Procedures for the Town Council which Include the Method for the Calling of Special Meetings

Councillor Bazzano made the following motion:

BE IT RESOLVED that the Rules and Procedures of the previous Council be adopted as this Council’s Rules, including the method for the calling of Special Meetings.

The motion was seconded by Councillor Yagaloff and was unanimously approved.

10.     Administering of Oath of Office to Other Elected Officials by the Town Clerk

Town Clerk Gretchen Bickford then administered the Oath of Office to the following elected officials:

11.     Remarks by the New Mayor

Mayor Pelkey began his remarks by thanking the residents of South Windsor for their supporting confidence.  Mayor Pelkey then expressed thanks to outgoing Councillors, outgoing Commissioners, and all others that ran for elected positions and urged them to stay involved.

Mayor Pelkey stated that he is appointing Mrs. Rachna Khanna to the Clean Energy Task Force and Councillor Hale as the Liaison to the Task Force.  The alternate energy field is advancing rapidly and the Town must understand and embrace this change.  The Task Force will draft an outline within the next three months on areas they wish to explore and how they envision that process will take place.  It will be brought to the Town Council for review.  

Mayor Pelkey said that it is time to put the R’s and D’s aside and put the needs of the town and residents first.  Mayor Pelkey urged residents to contact him with questions or concerns and stated it is a great honor to have been chosen to serve as the Town of South Windsor’s Mayor and he is hopeful to meet each and every expectation.

12.     Adjournment

A motion to adjourn was made at 8:25 p.m. by Councillor Favreau.  It was seconded by Councillor Bazzano and was unanimously approved.
