TOWN COUNCIL WEDNESDAY, APRIL 8, 2009

Mayor Prague called the meeting to order at 7:06 p.m.

4. Communications
Town Manager, Matthew Galligan stated that Councillor Yagaloff has some questions.
Councillor Yagaloff stated that he has two questions. The first one is regarding the list that the Town Council put together at the last meeting; and the second one has to do with a list Ray Favreau put together. In the 4th R Program there seems to be a large anticipated leap in the growth of the program in terms of revenue.
Mr. Galligan explained that the Recreation Department is trying to not raise rates this year for the residents. Mr. Favreau is using fund balance this year which will keep rates stable.
Council members discussed at length the Recreation Department’s budget and voiced different options felt about the programs that are currently running in the department.

Councillor Yagaloff stated that the departments are supposed to manage their expenses against revenue and he doesn’t like the fact that money is being taken from fund balance to subsidize an anticipated loss.
Answering questions from Councillor Yagaloff, Mr. Galligan explained that the Recreation programs are self sustaining. There are costs associated with administration, utilities, etc. that are part of the general government budget. The Human Services Department has programs that are covered through the general government budget.
Council Members discussed at length the Recreation programs. Councillor Yagaloff stated that the only thing he is suggesting is that the growth of the 4th R Program be capped this year because the Town subsidizes it. The other thing that could be done is to look at this special revenue fund and determine what portion of this can be used to help out in the budget. Mr. Galligan suggested that items be looked at because even if you get rid of a program, it will still cost the Town money to heat the building, therefore the Town will not be saving any money.
A discussion ensued regarding Councillor Yagaloff and the day care center which is housed in the same condominium complex as his business. Councillor Hale, Pelkey, and Yagaloff all felt this type of questioning was uncalled for and stated they would be leaving the meeting.
Councillor Yagaloff pointed out that there would not be a quorum, and on that basis the meeting should end. Mayor Prague agreed and the meeting ended at 8:37 p.m.
