TOWN OF SOUTH WINDSOR

TOWN COUNCIL AND WATER POLLUTION CONTROL AUTHORITY

JOINT WORK SESSION                                                        JUNE 15, 2009

1.      Call Meeting to Order

Mayor Prague called the meeting to order at 6:35 p.m.

3.      Public Participation

Mr. Don Gonsalves came before the Town Council and Water Pollution Control Authority.  He stated that it is not right for the Town to ask taxpayers to make up past funds and new funds.  It is his recommendation that the reserve fund be kept at a minimum over the next twenty years and thereafter be kept level.  At that time the sewer fee will go to the reserve instead of the debt service.  The Town should set a rate that basically pays for the debt service that is associated with the new sewer plant and the pump stations.    

4.      Items for Discussion

  • Budget for the Special Revenue Pollution Control and Wastewater Treatment Fund for Fiscal Year 2009/2010
Mr. Fred Shaw reviewed the two spread sheets that were passed out to the Town Council which showed the Pollution Control Budget Fiscal Year 2009/2010 Expenditures, (Exhibit A), and the Financing Plans for the Impact to the Sewer User Fee, (Exhibit B).  The Town sets funds aside for emergency purposes.  

Answering questions from the Council, Mr. Shaw explained that the only area the Town Council can discuss policy decisions with the Water Pollution Control Authority are regarding the debt service.  

Town Council members discussed other areas where the Town could charge different fees in order to bring the sewer user fees down.  It is the feeling of the Council that all residents use the sewer system in one capacity or another and everyone should be paying a certain percentage.  

Councillor Hale stated that a policy decision does not have to be made until Fiscal Year 2013/2014 and the only policy decision that can be discussed by the Town Council is debt service.

Council members requested that a model with figures be created and sent to the Town Council.  Councillor Pelkey also suggested that the Town Council draft a resolution or formal recommendation for the creation of a policy decision on the debt service.

        At 7:58 p.m., Councillor Hale called for a Motion to Adjourn.  Councillor Pelkey seconded the motion; and it was approved, unanimously.
