WORK SESSION MINUTES

TOWN COUNCIL                                                              MONDAY, June 1, 2009
COUNCIL CHAMBERS                                                               TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Prague called the meeting to order at 7:02 p.m.

2.      Roll Call

        Councillor Lisa Maneeley (arrived 7:40 p.m.)

Also Present:           Matthew Galligan, Town Manager


3.      Public Participation

Ms. Tanya Anderson, 75 Farm Brook Lane came before the Town Council to bring to their attention to a problem with wild and stray cats.  There is an Ordinance that was adopted in March of 1998 that discusses animals.  These cats carry disease and are creating a public nuisance.  Ms. Anderson requested that the Town Council find a way to deal with this problem.  Town Manager Matthew Galligan stated he would discuss this issue with the Chief of Police.

Mr. Don Gonsalves, 40 Bayberry Trail came forward to address the pump stations.  Mr. Gonsalves stated that included in the budget is $558,000 to upgrade a pump station.  The referendum for this item was denied by the resident and Mr. Gonsalves feels that the Town should not be spending money out of the budget that the residents denied.

Councillor Yagaloff stated that there will be discussion regarding the pump stations tonight.

  • The budget for the Special Revenue Pollution Control and Wastewater Treatment Fund
Mr. Fred Shaw, Superintendent of Pollution Control came before the Town Council.  He explained that the referendum addressed the need to borrow money to upgrade all of the pump stations at once.  The Town has implemented a plan that has been in

  • The budget for the Special Revenue Pollution Control and Wastewater Treatment Fund (continued)
                
progress since 2002 which collects funds to upgrade one pump station per year.  Eight pump stations have been done and now there is a need to do the remaining four.  The pump stations are thirty-eight years old and have run their life expectancy.  On the spread sheet handed out the Town Council has the assumptions and estimated cost to do the pump stations.  If a pump station fails, the Town would be penalized $25,000 per day.

Mr. Shaw answered various questions from the Town Council members regarding the pump stations

8.      Adjournment

At 8:00 p.m. Councillor Pelkey made a motion to adjourn the Work Session.  Councillor Maneeley seconded the motion; and it was approved, unanimously.
