MINUTES

TOWN COUNCIL                                                              SPECIAL MEETING
COUNCIL CHAMBERS                                                                    MAY 26, 2009
SOUTH WINDSOR TOWN HALL                                                TIME:  5:30 P.M.


1.      Call Meeting to Order

Mayor Prague called the Special Meeting to order at 5:33 p.m.

2.      Roll Call

Also Present:           Matthew Galligan, Town Manager

4.      Communications

Deputy Mayor Bazzano requested that all Councillors make sure their microphones are on when a vote is occurring in order for the public to know who is voting.

6.      Special Business

  • Resolution Adopting the Budgets for the Special Revenue Pollution Control and Wastewater Treatment Fund and the Special Revenue Recreation Fund for Fiscal Year 2009/2010oard of Education Budget for Fiscal Year 2009/2010
BE IT RESOLVED that the South Windsor Town Council adopts a Special Revenue Pollution Control & Wastewater Treatment Fund Budget and Capital Expenditure Budget totaling $4,065,797; a Special Revenue Recreation Fund Budget with expenditures totaling $1,592,306; commencing on July 1, 2009, and terminating on June 30, 2010.

Mayor Prague stated that before the Town Council makes any decision regarding this item, he would like to see a new spread sheet to show what the long term ramifications are to residents.

Mr. Fred Shaw, Superintendent of Pollution Control explained that figures projected have been conservative and are only coming down as more financing has become definite.  The user fees for this year are projected to increase approximately $60.00.  Since the pump stations referendum did not pass, the Town has decided to put funds aside under Capital Projects each year to upgrade one pump station per year.

Answering further questions from the Council, Mr. Shaw explained that presently users of the sewers pay for the use of the system.  Mr. Pelkey stated that all residents use the pump stations in one way or another and he feels the fee should be distributed throughout the taxpayers.

Mayor Prague suggested that the Town Council discuss having the pump stations go back to referendum.  

After Mr. Shaw answered other various questions, Mayor Prague made a motion to table this item until the Jun 1, 2009 meeting.  Councillor McCann seconded the motion; and it was approved, unanimously.

B.      Resolution Setting the Tax Rate for Fiscal Year 2009/2010

BE IT RESOVED that the tax rate of 27.84 mills be levied on the Grand List of October 1, 2008 based upo9n Total Revenues excluding current taxes of $19,363,107, which includes an appropriation from Fund Balance in the amount of $800,000 to finance total expenditures of $94,040,441 made up of a Board of Education Budget of $61,393,056 and a General Government Budget of $32,647,385, both of which have been adopted by the South Windsor Town Council, and exhibits of which are on file in the Office of the Town Clerk for the Fiscal Year commencing on July 1, 2009 and terminating on June 30, 2010.

Councillor Yagaloff stated he could not support this because the deficit of $1.5 million dollars that accrued this year.  That deficit is being paid for by this tax increase instead of taking care of spending issues and what got us into this deficit this year.  

Councillor McCann felt that the Town Council needs to set the mill rate and feels this is appropriate.
        
Councillor Oates stated that there have been no alternatives presented and he would support this budget.

At 6:19 p.m. the Town Council took a five minute recess.  The meeting reconvened at 6:24 p.m.

Councillor Havens commented that he would not be supporting this resolution.

Councillor Maneeley made a motion to call the question.  Councillor McCann seconded the motion; it failed on a Roll Call vote of 5 to 3 with Mayor Prague, Deputy Mayor Bazzano, Councillor Maneeley, Councillor McCann, and Councillor Oates voting in favor of calling the question; and Councillor Havens, Councillor Pelkey and Councillor Yagaloff voting in opposition to calling the question.

Councillor Hale arrived after the call of the question.

Councillor members commented more on the budget.  Mayor Prague called for a vote on the Resolution; it passed on a Roll Call vote of 5 to 4 with Mayor Prague, Deputy Mayor Bazzano, Councillor Maneeley, Councillor McCann, and Councillor Oates voting in favor to the resolution; and Councillor Havens, Councillor Hale, Councillor Pelkey, and Councillor Yagaloff voting in opposition to the resolution.


  • Resolution Appointing a Rate Maker for Fiscal Year 2009/2010 and the Tabling of Same
BE IT RESOLVED that the South Windsor Town Council hereby appoints Matthew B. Galligan, Town Manager, as Rate Maker for Fiscal Year 2009/2010, and hereby tables the same.

Was made by Councillor Yagaloff
Seconded by Councillor Pelkey
The motion was approved, unanimously

7.      Executive Session

At 6:35 p.m. Councillor Pelkey made a motion to go into Executive Session to discuss a personnel issue (Union contracts).  Councillor McCann seconded the motion; and it was approved, unanimously

The following individuals went into Executive Session:  Mayor Prague, Councillor Oates, Councillor Havens, Councillor Hale, Councillor McCann, Councillor Pelkey, Councillor Yagaloff, and Town Manager Galligan.

8.      Adjournment

At 7:20 p.m., the Executive Session and Special Meeting were adjourned.
