SPECIAL BUDGET WORK SESSION MINUTES
TOWN COUNCIL MONDAY, MARCH 30, 2009

1. Call Meeting to Order
Mayor Prague called the meeting to order at 7:03 p.m.

4. Communications
Mr. Galligan explained that he gave out revenues from last year that Councillor Pelkey had requested. Councillor Pelkey also requested all current fees and what they relate to. Mr. Galligan stated he would review these fees and will hand out at the April 6, 2009 meeting. Mr. Galligan then reviewed updates regarding the refuse and recycling program contract.
Mr. Galligan explained that the Town only received one bid. The contractor worked very hard with the Town to come to terms on this contract. Answering questions from the Council, Mr. Galligan stated that the contract is for seven years. It is his understanding that the cardboard would be included in the single stream recycling, but he would check on that item and get back to the Council. New containers will provided to residents. Mr. Fred Shaw will be finding out the most effective way to handle condo units throughout Town.
Council members then discussed a pay as you throw program, which could be done with the contract that is being negotiated. This could help create savings to residents.
Councillor Yagaloff requested that a provision be placed in the contract that says that the owner agrees that there may be a change in the mechanism and agrees to cooperate so if changes do occur there will not be a problem.

Councillor Hale voiced concerns regarding the contract. She questioned if the fuel price provision goes both up and down? Mr. Galligan stated that he does not know if there is a bottom on that fuel price provision and would check on that item and would also find out how often the fuel price adjusts.

A. Core Services versus Discretionary Services (Councillor Yagaloff)
Council members reviewed the budget and made a list of core services and a list of discretionary services.

8. Adjournment
At 10:00 p.m. Councillor Maneeley made a motion to adjourn the Special Budget Work Session. Councillor Hale seconded the motion; and it was approved, unanimously.
