PUBLIC HEARING MINUTES

May 4, 2009
7:30 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on the Submittal of three (3) grant applications for federal funding by the South Windsor Police Department

Mayor Prague called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately ten (10) people present in the audience.

Mayor Prague asked if there was anyone from the public that would like to speak.

Mr. Don Gonsalves requested that the Town Council explain what these grants entail.

Mayor Prague read from the handout what the COPS grant entailed.  U.S. Department of Justice Office of Community Oriented Policing Services (COPS).  This grant is known as the Hiring Recovery Program (CHRP).  This competitive grant will cover the salary and fringe benefits for newly hired police officers for a term of three years.  The Town must make a good faith pledge to retain the hired officers for one full budge cycle after the grand period ends.  We propose funding to cover the cost of five new police officers.  This funding includes the two positions currently unfunded in the first half of the police department’s 2009/2010 proposed budget.

Mr. Galligan, Town Manager stated that the Police Department is already down two police officers and by the time the grant is approved, the Town will probably have two or three more Police Officers that are retiring.  At that point, the Town will probably be back to the same number of employees as there are presently.  The other two grants there are no requirements on, as shown in attached Exhibit A.

Following comments, Mayor Prague asked for a Straw Vote, the results of which were as follows:

The public hearing was closed at 7:36 p.m.
