COUNCIL CHAMBERS SPECIAL MEETING
1. Call Meeting to Order
Mayor Prague called the emergency meeting (special meeting) to order at 7:46 p.m.

3. New Business
- Resolution in Support of Health and Safety Preparedness for Potential Flu Outbreaks
(Councillor Hale)
WHEREAS, the Town of South Windsor is committed to proactive public safety and health procedures; and
WHEREAS, Town officials are monitoring the rapidly developing national situation involving the swine flu; and
WHEREAS, the Town has been engaging in preparedness activities and planning for several years; and
WHEREAS, the Town Council wants to provide the Town Manager with the authority and resources to respond immediately to any additional needs in coping with this potential health event as it rapidly changes
NOW, THEREFORE, BE IT RESOLVED that the Town Council hereby authorizes the transfer of $68,000 from the Contingency Account to the Town Manager’s Professional Account to be used for preparedness activities, equipment, supplies or communications systems to deal with this situation as the Town Manger deems necessary or advisable, and the Town Manger shall keep the Council informed as to expenditures from this account.

Seconded by Councillor Pelkey
Councillor Hale stated that the facts regarding the Swine Flu are changing rapidly and now is the time to prepare, but not panic. There is no vaccination for this flu, but there is treatment. This resolution would be giving the Town Manager authority and funding to respond to any emergency regarding this issue without coming back to the Town Council.
Councillor Pelkey stated that there is information on the town website in order to keep the public informed. Other communication methods should also be sought as per the resolution.
Councilor McCann felt that it is prudent for the Town Manger to have resources available if need be.
Councillor Havens stated that the Town of South Windsor is fortunate to have Town employee’s that have been working on a plan for a long time.
Mayor Prague informed the residents of South Windsor that anyone wishing to sign up for mass dispensing may do so on the website. Mr. Galligan stated that residents could also call the Town Manager’s Office if they would like to volunteer.
Mayor Prague called for a motion on this Resolution; it was approved, unanimously.
