TOWN COUNCIL – Regular Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Prague called the Regular Meeting to order at 8:00 p.m., and then recessed the Regular Meeting in order to finish the Work Session.  The Regular Meeting reconvened at 8:16 p.m.

Also Present:           Matthew B. Galligan, Town Manager

5.      Public Input

Mr. Adam Hearth, 130 Talcott Ridge Road came before the Town Council to speak in favor of the Town putting artificial turf down on the fields at the South Windsor High School.

Councillor McCann read a proclamation “Wear Red Day for Women”, which encourages women to pay attention to their hearts and help them to live longer, stronger lives by reducing their risk for cardiovascular disease.

        None

7.      Adoption of Minutes of Previous Meetings

        Councillor Pelkey made a motion to postpone consideration of the minutes until the next regularly scheduled meeting.  Councillor Hale seconded the motion; and it was approved, unanimously.

9.      Communications from Officers and Boards Directly Responsible to Council

        None

Deputy Mayor Bazzano made a motion to Suspend the Rules in order to go to Item 17. A.  Councillor McCann seconded the motion; and it was approved, unanimously.

17.     New Business

A.      Discussion Item – South Windsor High School Athletic Fields (Councillor McCann)

Councillor McCann reviewed the history of the athletic fields and stated that this item has been put back on the agenda in hopes that a solution can be found for the fields at the high school.

Mr. Ed Duclos who is a teacher and a coach at the South Windsor High School came before the Town Council.  He reviewed the process that the Committee has done over the past year and stated that there is a need to do something with these fields from a safety standpoint of the students that use them.  Mr. Duclos then asked the Town Council to let the public know how the Town Council members feel about this issue.

The following individuals came forward to speak in favor of improving the fields at the South Windsor High School (artificial turf, renovations, and/or construction of new fields):

Council members discussed their concerns and view towards this issue.  It was decided that a resolution would be placed on the agenda for more discussion and action to begin regarding this issue.

Mayor Prague made a motion to Suspend the Rules in order to go to Item 17. B.  Councillor Pelkey seconded the motion; and it was approved, unanimously.

  • Resolution Authorizing the Transfer of $45,822.35 from the Contingency Account to the South Windsor Volunteer Fire Department Budget and Payment of $45,822.35 to the South Windsor Volunteer Fire Department Inc.
WHEREAS, the South Windsor Town Council wishes to provide funds to the South Windsor Volunteer Fire Department Inc.

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council authorizes the transfer of $45,822.35 from the Contingency Account to the South Windsor Volunteer fire Department Budget; and

BE IT FURTHER RESOLVED that the South Windsor Town Council authorizes the payment of $45,822.35 to the South Windsor Volunteer Fire Department Inc., in lieu of tax abatements, to be used for any purpose the above corporation chooses.

Was made by Councillor Havens
Seconded by Councillor Pelkey
The motion was approved, unanimously

Deputy Mayor Bazzano made a motion to Suspend the Rules in order to go to Item 17. C.  Councillor Maneeley seconded the motion.  Councillor Pelkey requested that Item 17. D. also be put into this motion and it was agreed upon.  The motion was approved, unanimously.

17.     New Business (continued)

C.      Resolution With Respect to the Authorization, Issuance and Sale of not Exceeding $18,000,000 Town of South Windsor General Obligation
Refunding Bonds, and as more fully described in attached Exhibit A      

Was made by Councillor Oates
Seconded by Councillor McCann

Mayor Prague called for a vote on this resolution; and it passed on a Roll Call vote of 8 to 0 with Mayor Prague abstaining.

D.      Resolution Approving a Refund of Taxes to Forty-Seven (47) South Windsor Taxpayers
        
        BE IT RESOLVED that the South Windsor Town Council approves a refund of property taxes to forty-seven (47) South Windsor Residents, the total of said refunds being $11,405.99.

Was made by Coucillor Yagaloff
Seconded by Councillor Pelkey
The motion was approved, unanimously

At 11:00 p.m. Mayor Prague made a motion to extend the Regular Meeting ten minutes; there was no second, the motion failed and the meeting adjourned.
