WORK SESSION MINUTES
TOWN COUNCIL MONDAY, FEBRUARY 2, 2009

1. Call Meeting to Order
Mayor Prague called the meeting to order at 7:03 p.m.

3. Public Participation
Mr. Robert Benson, 15 West Road came before the Town Council to discuss the Town of South Windsor’s spending. Mr. Benson feels the town needs to stop spending and find creative ways to do things throughout town in order to save the town money.
Mr. Don Gonsalves, 40 Bayberry Trail came forward to discuss various aspects of the Board of Education and feels any money that is leftover in the Board of Education budget should be returned to the town.
Mrs. Mary Tully of 1010 Strong Road and also the Chair for the South Windsor St. Patrick’s Day Parade Committee. Mrs. Tully informed the Town Council and public that the St. Patrick’s Day Parade will occur in Hartford on March 14, 2009. The parade will begin at the State Capital at 11:00 a.m. The Town Council is invited to march. The special honoree is Matthew Galligan. There will be a reception and dinner at Maneeley’s to honor Matthew Galligan on February 22, 2009 at 2:00 p.m. Tickets are available at Crandall and Daughter, through Joan Walsh, or can be ordered from swirish@yahoo.com.

A. Board of Education – Teacher’s Contract
Mrs. Janice Snyder, Chair of the Board of Education came forward to review the salary schedule.
The Work Session was recessed at 7:30 p.m. in order to go to Public Hearing.
The Work Session was reconvened at 7:34 p.m.
Ms. Snyder continued to review the salary schedule which is for a three year period. She stated that the first year increase is 4.0%, second year increase is 4.16%, and the third year increase is 4.30% which equals an average of 4.10 for all three years.
Ms. Rebecca Santiago from Shipman and Goodwin came before the Town Council to explain different savings that have been negotiated through this contract regarding the heath insurance. Co-pays for the employees have been increased, a new plan was added to the heath insurance, and the teacher’s amount that they pay towards their heath insurance has been increased a percentage each year (16%, 17%, and 18%).
Ms. Carolyn Egan, a member of the Board of Education came forward and stated that the fact that this process went to a mediator speaks to the process itself. There was a third party interacting with the teacher’s union and the Board of Education.
Various questions from the Town Council were answered.
The Work Session was recessed at 8:01 p.m. in order to call the Regular Meeting to order; and then was reconvened.
More questions were answered by Ms. Snyder and Dr. Kozaczka, Superintendent of Schools.

8. Adjournment
At 8:10 p.m. Mayor Prague made a motion to adjourn the Work Session. Deputy Mayor Bazzano seconded the motion; and it was approved, unanimously.
