TOWN COUNCIL                                                    WORK SESSION
COUNCIL CHAMBERS                                                JUNE 16, 2008

1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 p.m.

ITEM:

6.      Items for Discussion

A.      Discussion with the Water Pollution Control authority regarding a referendum for the Treatment Plant and Pump Station upgrades.

Mr. Fred Shaw, Superintendent of Pollution Control came forward to update the Council regarding the Treatment Plant and Pump Station upgrades.  He explained that the initial intent for this project was to go to referendum in April of 2008, but the Town has been waiting for comments from the Department of Environmental Protection (DEP) first.  Comments from DEP were expected by February of 2008.  A letter was sent to DEP in May of 2008 and the DEP responded in June of 2008 explaining that DEP was not ready to comment on the plans, but did recommend that the project move forward.  Water Pollution Control Authority would like to discuss moving forward in the fall with a referendum.

Mr. Joseph Carino, Chair, Water Pollution Control Authority came forward to address the Town Council.  He urged the Town Council to approve the alternative which allows the Town to continue to run the facility and allow these upgrades.  The MDC option is not cost effective.

Answering questions from Council Members, Mr. Shaw stated that there could be  a risk going forward with a referendum without DEP’s comments because the Town would not know if there are changes that would be necessary.  There are protective measures that will be taken within the new design in case of flood concerns.  A decision will have to be made if sewer users or all tax payers would be impacted by this project.

Council Members then discussed odor control of the facility.  Mr. Shaw explained that presently a chemical is used which helps control odor until the design and installation of the biofilter is complete with the rest of the upgrades to the plan.

Councillor Bazzano stated that using the 2002 numbers is unrealistic.  Mr. Shaw explained that although the costs would be greater, the least cost effective alternative should not change and the 2002 numbers are just being used for the comparisons of all alternatives.  These numbers will be adjusted prior to bringing this project to referendum.

B.      Discussion regarding Evergreen Walk Easements.

Mr. Galligan stated that the Planning & Zoning Commission responded to the 8-24 referral for this project positively.  A question for a September 9, 2008 referendum will be drafted and brought back to the Town Council.  A special meeting may need to be held in order for Council to discuss appraisals for this project, which have not been received yet.

ITEM:

7.      Executive Session

Deputy Mayor Prague made a motion to go into Executive Session at 7:47 p.m. to discuss a personnel issue, (Town manager Review, Agreement Between the Town of South Windsor and Pollution Control – NAGE Local R1-208, Agreement Between the Town of South Windsor and community Service Officers – NAGE Local R1-103, and Job Classification and Fringe Benefit Description for Non Bargaining Unit Members).  Councillor McCann seconded the motion.

A friendly amendment was suggested by Mayor Streeter to delay the Town Manager’s review and to add discussion of possible purchase of real estate for the Town, (addressStreet765 Sullivan Avenue).  The amended motion was approved, unanimously.

The following individuals went into Executive Session:  Town Manager Matthew Galligan, Town Attorney Duncan Forsyth, Mayor Streeter, Deputy Mayor Prague, Councillors Bazzano, Hale, Havens, Maneeley, McCann, Pelkey, and Yagaloff.

The Work Session was recessed in order to call the Regular Meting to order at 8:00 p.m. and then the Work Session was reconvened again.

8.      Adjournment

Councillor Yagaloff made a motion to adjourn the Executive Session and Work Session at 8:20 p.m.  Councillor Maneeley seconded the motion and it was approved, unanimously.
