Town Council Public Hearing Minutes 5-5-2008

PURPOSE:        To receive citizen input on an Amendment to Ordinance #148, section #90-6 of the placeSouth Windsor Code of Ordinances

Mayor Streeter called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately fourteen (14) people present in the audience.

Councillor Hale explained that in the draft she put in that, “the benefit under this section (e) shall apply only to homeowners who have lived in placeSouth Windsor for a period of at least 5 years on the Grand List Date.”   Also drafted in the amendment is, “in no case will the reduction in the applicant’s municipal real estate tax liability, as calculated by adding together the relief from all state and local programs, exceed 75% of their total municipal real estate tax liability for that year”.   That second drafted item is from State law and was written to avoid liens being placed on individuals homes.

Mayor Streeter asked if there was anyone from the public that would like to speak.

Mr. Robert Benson, addressStreet15 West Road came forward and stated that he is in favor of this amendment to the ordinance.  This will allow more seniors to receive relief.

Mr. Don Gonsalves, 40 Bayberry Trail stated that he is in opposition to this amendment because there are others that are struggling that need more help such as single mothers.  The only way to do this fairly for everyone in town is to defer taxes for seniors and then collect that back when they sell their homes.

Mr. Ray Goff of Woodland Drive stated he is in favor of this amendment and thanked the Town Council for looking for addition ways to help seniors.

Following comments from the public, Mayor Streeter asked for a Straw Vote, the results of which were as follows:


All those in favor of the Town Council adopting amendments to “Ordinance #148, section 90-6” – 10

All those in opposed to the Town Council adopting amendments to “Ordinance #148, section 90-6” – 1

The public hearing was closed at 7:50 p.m.
