TOWN COUNCIL WORK SESSION
COUNCIL CHAMBERS MAY 5, 2008

1. Call Meeting to Order
Mayor Streeter called the meeting to order at 7:02 p.m.

3. Public Participation:
Mrs. Michelle Aleksandrowicz, 104 Andreis Trail came before the Town Council to voice concerns regarding the placePlaceNameBark PlaceTypePark. She explained that she would like answer to various questions she has. After a short discussion, Town Manager Galligan stated that he would meet with Mrs. Alekasandrowicz to discuss this item.
After being asked if there is anything that the Council could do in the future to help with this issue, Mrs. Aleksandrowicz stated that she would like a natural buffer erected that would block the view of the PlaceNameplaceBark PlaceTypePark. Mr. Galligan informed the Council and Mrs. Aleksandrowicz that there is an existing parking lot for PlaceNameNevers PlaceTypePark and it is being considered to create a trail from the parking lot to the placePlaceNameBark PlaceTypePark in order to have additional parking, which may alleviate some concerns.
Mr. Justin George, addressStreet177 Kent Lane came forward to discuss the funding for the athletic fields at the High School. He urged the Town Council to fund this project in this years budget so the fields could be ready for the fall.
4. Communications
Councillor Yagaloff suggested that the Town Council address neighbors concerns regarding the PlaceNameBark PlaceTypePark by meeting with the neighborhood to explain how the placePlaceNameBark PlaceTypePark came about and answer questions residents may have.

5. Town Manager’s Report
Town Manager Galligan will report to the Council Members at the Regular Meeting.
6. Items for Discussion
A. Discussion regarding the proposed Amendment to Ordinance #148 (sec. #90-6), an “Ordinance for Tax Relief for Certain Homeowners Age 65 or Over or Permanently and Totally Disabled.”
Councillor Hale explained that this amendment will expand the number of people that can qualify for this benefit. She then reviewed proposed revisions and answered various questions from Council Members.
Mayor Streeter recessed the Work Session in order to hold the Public Hearing at 7:30 p.m., and reconvened the Work Session at 7:50 p.m.
Council Member discussed the changes that they would like to see implemented into this Ordinance and concerns that they have. Councillor Hale accepted the friendly amendment proposed by Councillor McCann which resulted in the $350,000 assessent being changed to $250,000.
Mayor Streeter recessed the Work Session; called the Regular Meeting to order at 8:02; recessed the Regular Meeting; and then reconvened the Work Session.
Council Members discussed further how the benefit would help individuals and also discussed any further questions/concerns regarding the ordinance change.
7. Executive Session
Deputy Mayor Prague made a motion to go into Executive Session at 8:08 p.m. to discuss a personnel issue and discuss matters concerning security strategy and deployment of security personnel. Councillor Maneeley seconded the motion and it was approved, unanimously.
The following individuals went into Executive Session: Town Manager Matthew Galligan, Judy Hall who is the Director of Human Resources, Commander Reed with the Police Department, Mayor Streeter, Deputy Mayor Prague, Councillors Bazzano (8:40 p.m.), Hale, Havens, Maneeley, McCann, Pelkey, and Yagaloff.
