1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 8:00 p.m.

5.      Special Business

A.      Resolution Approving the Transfer of $45,000 from the Capital and Non-Recurring Expenditure Account to the Public Works Maintenance Repair and Maintain Equipment Account

WHEREAS, the Town Hall Air Conditioning Chiller Condenser needs replacement due to an unrepairable leak that could result in the lack of adequate air conditioning during the summer cooling season; and

WHERAS, the Police Department is operating their heating and cooling systems throughout the facility with aging inefficient heat pumps that strain the cooling capacity in the summer months that could result in the lack of adequate air conditioning in the summer months

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby approves the transfer of $45,000 from the Capital and Non-Recurring Expenditure Account to the Public Works Maintenance Repair and Maintain Equipment Account to cover the costs associated with the replacement of the Air Conditioning Chiller Condenser at the South Windsor Town Hall, 1540 Sullivan Avenue; and the replacement of three water source heat pumps at the South Windsor Police Department, 151 Sand Hill Road.

The motion was: approved, unanimously

B.      Resolution Authorizing the Town Manager and Town Attorney to Bid and Bring Back to the Town Council all Contracts and Financing Documents for the Installation of Artificial Turf to be installed at the Multi-Purpose fields and Stadium Field at the Town of South Windsor High School

WHEREAS, a group of concerned citizens and staff of the Board of Education have concerns about the conditions of various playing fields that our sports program currently use; and

WHEREAS, these concerned citizens have done an enormous amount of research into providing different synthetic type fields which will help to protect the players who participate in these sport organizations; and

WHEREAS, this group of concerned citizens have researched various products throughout the State of placeStateConnecticut to determine some of the costs and safety of these products; and

WHEREAS, there have been many presentations made to the Capital Projects Committee, the Board of Education, and the Town Council, who support the refurbishing of the High School Multi-Purpose Fields and Stadium Field with this new artificial turf product; and

WHEREAS, the safety of our children is the utmost concern to the Town Council

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby authorizes Town Manager, Matthew B. Galligan and the Town Attorney, Halloran & Sage, to prepare appropriate bid specifications for the installation of such turf and further authorizes the Town Manager and the Town Attorney to advertise such bids for the installation of the field through the normal appropriate bidding process of the Town of South Windsor; and

BE IT FURTHER RESOLVED that upon the completion of the bid specification advertisement, the Town Manager bring back to the Town Council the appropriate costs associated with this project plus a contract with the responsible bidder, as well as any lease arrangement that can be made for the financing and installation as long as such arrangements are in the best interest of the Town of South Windsor; and

BE IT FURTHER RESOLVED that no contracts or lease arrangements will be signed until Town Council has fully reviewed all of the documents concerned and authorizes the Town Manager and Town Attorney to do so.

Councillor McCann began discussions by stating the Town Council has heard presentations regarding the conditions the current fields are in, recommendations that were made regarding artificial turf grass.  There is no way to create additional fields at the High School and therefore urge Councillors to support this resolution and move this project along.

Councillor Maneeley informed the public that the article regarding the dangers of the turf grass, (Exhibit A), is not the type of artificial turf grass being proposed for placeSouth Windsor fields.

Councillor Yagaloff felt that the proper way to do this project would be to put it into the budget and vote on a resolution whether the Town wants to do this project or not.   The resolution before the Council tonight will delay this project by months.  Mayor Streeter stated that there are time constraints with this project and feels this resolution is a step in the direction that the Council wants to go.  This project most likely will not be done in this budget, but next year’s budget.  Mr. Galligan explained that the construction time is 12-13 weeks.  His concern is that there has been no sub-surface condition evaluation done and the drainage has not been inspected.  The main focus should be to design this project properly.  The project should not be rushed.

Councillor McCann said that before the Fields Committee came forward to the Town Council with a proposal, they actually had representatives of field manufacturers to come out to the site and do some tests to determine what type of drainage is presently there and what type of drainage is necessary.  Councillor McCann recommended that this project not be delayed any further.

Councillor Pelkey stated that this project was not put on the Capital Project list.  Projects often get overlooked that need to be done.  Mr. Galligan suggested that the bid specifications stay out there for thirty days so manufacturers can really analyze this project.  

Councillor Pelkey stated he would support this resolution; more information will help with the decision being made at a later time.

Mayor Streeter called for a vote on this Resolution, it passed on a Roll Call vote of 6 Ayes to 1 Nay (Councillor Yagaloff).

At 8:28 p.m., a Motion to Adjourn was made by Councillor Bazzano; seconded by Councillor McCann; and was Approved, unanimously.
