MINUTES

TOWN COUNCIL                                            WORK SESSION
COUNCIL CHAMBERS                                        DECEMBER 3, 2007
SOUTH WINDSOR TOWN HALL                         TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Streeter called the Work Session to order at 7:00 p.m.; recessed the Work Session in order to finish the Joint Meeting with WPCA; and then reconvened the Work Session at 7:23 p.m.

2.      Roll Call

3.      Public Participation:

Mr. Mick Hnath of addressStreet390 Avery Street came before the Town Council to announce that he had attended the Department of Transportation meeting regarding the Buckland Corridor.  The Department of Transportation has hired a consultant to work on this project which will include traffic issues in the Town of placeCitySouth Windsor.  These traffic issues could affect the Town of CityplaceSouth Windsor for the next 30 to 40 years and Mr. Hnath stated that community participation is necessary.

Mr. Gary Pitcock came forward and stated that he also attended the same meeting.  Public involvement is necessary on this project.

6.      Items for Discussion

A.      Discussion regarding leaf collection

Mr. Michael Gantick, Director of Public Works came before the Town Council to request $59,000 to complete the collection of leaves throughout Town.  

Answering questions from the Town Council, Mr. Gantick explained that the charge of $6,000 to $7,000 per day for leaf collection consists of the rental trucks, temporary help, traffic control on same streets, over time costs, and bag collection costs.  The collection of the leaves is a race against time because there is prediction of snow fall during the week.  Residents can use the bag collection that is being held on December 17, 2007.  The bags are available at any local hardware store.  If residents would like to be updated on the collection of leaves, they can either visit the Town’s website at www.southwindsor.org or call 648-6366.
7.      Executive Session

Deputy Mayor Prague made a Motion to go into Executive Session at 7:45 p.m. to discuss possible purchase of real estate for the Town.  Councillor Pelkey seconded the motion and it was approved, unanimously.

The following individuals went into Executive Session:  Town Manager Matthew Galligan, Mayor Streeter, Deputy Mayor Prague, Councillors Bazzano, Hale, Havens, Maneeley, McCann, Pelkey, and Yagaloff.

8.      Adjournment

Deputy Mayor Prague moved to adjourn the Executive Session and Work Session at 8:20 p.m.  The motion was seconded by Councillor Pelkey and approved, unanimously.
