TOWN COUNCIL AND
WATER POLLUTION CONTROL AUTORITY                                         JOINT MEETING
COUNCIL CHAMBERS                                                         DECEMBER 3, 2007
SOUTH WINDSOR TOWN HALL                                                TIME:  6:00 P.M.

1.      Call Meeting to Order

Mayor Streeter called the Special Work Session to order at 6:00 p.m.


Water Pollution Control Facility
                        
Fred Shaw, who is the Superintendent of Pollution Control, came before the Town Council to update and present an outline of improvements being proposed for the Water Pollution Control Facility which is a 40 year old facility and has been in continuous operation.  Mr. Shaw stated that he would like to discuss improvements, schedules, financing options and would like to get direction from the Town Council as to what the next steps should be.  This process began seven years ago and a plan was complete in 2002.  Recommendations were implemented into the plans, which included improvements to the pump stations, piping and the Treatment Plant.  These recommendations will satisfy present and future needs of the Town as well as satisfy requirements of a State DEP discharge permit.

The Clean Water Fund is the main means which the State finances these types of projects.  Construction costs have been increasing on a monthly basis and therefore, the Town has requested deviation from the State which will allow the Town to move forward and not incur monthly costs.  This will also allow the Town to be able to preserve the eligibility for future grants and State loans.  The plans are complete and waiting for DEP review.  Once the DEP has approved the plans, the Town is prepared to move forward.

Mr. Dupuis from Camp, Dresser and McGee came forward to review the proposed upgrades to the Treatment Plant Facility, (Exhibit A).

Answering questions from the Council and the public, Mr. Shaw explained that the Town reviewed different options and has chosen a bio-filter to reduce odors.    Mr. Shaw then showed where the bio-filter would be located on the site.  Noise has also been discussed at length.  Mr. Shaw explained the different measures that have been implemented into the plan to address noise.  

Mr. Dupuis responded to questions from the Council Members by explaining the plan was designed to control odor and reduce noise.  Mr. Dupuis explained how the nitrogen removal program is set up.  He then stated that the building and floor elevations have been designed above the 100 year flood elevation which is typical for this type of design.  A berm or dike would also be erected in order to protect the river.

Project Financing

Mr. Fred Shaw presented the different options that are available to the Town for the financing of this project, (Exhibit B).

Answering questions, Mr. Galligan stated that the Town is in the process of trying to have DEP bump the Town up on the list of Municipalities that are trying to receive grants for upgrades to the Water Pollution Control Facility.  If the Town does not receive grant monies, the Town Council would have to decide when to hold a referendum and which method of financing would best suit the Town.

Mayor Streeter recessed this presentation; called the 7:00 p.m. Work Session to order; and then recess the Work Session in order to finish the meeting with WPCA.

Mr. Mark Chapman, a Financial Consultant with IBIC came before the Town Council and explained that if the Town financed this project for 20 years it would be at an interest rate of 5.25%, for 30 years it would be at an interest rate of 5.75%.

Councillor Yagaloff stated that the Town should move this process along to try to get State funding.  

Councillor Hale requested the documentation for the 2% financing rate prior to having to vote on this item.

Mayor Streeter commented that the Water Pollution Control Authority members and Town staff did a good job on this study and should move forward as soon as possible.

The meeting adjourned at 7:13 p.m.
