1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:09 p.m.

2.      Roll Call

                                Duncan Forsyth, Town Attorney

3.      Public Participation:

Mrs. Lisa Birch came forward to invite the Town Council and public to a winter concert titled, “Tidings of Comfort Joy”.  The concert will be held at the placePlaceNameSouth Windsor PlaceTypeHigh School on January 5, 2008.  Tickets will be available at the door and will cost $7.00 for an adult and $5.00 for students.  

Mrs. Donna Brown reviewed the different functions where the choral group has performed.

6.      Items for Discussion

A.      Buckland Area Transportation Study

Jim Morrin who is the DOT Project Manager
Tom Maziarz, CRCOG, Director of Transportation

Mr. Tom Maziarz from CRCOG and is the Director of Transportation came before the Town Council to review the progress of the Buckland Transportation Study that has been in process.  The early steps were to review conditions and problems.  The problems have been identified, they are:  1) Missing links to I-291; 2) Poor operations on I-84; 3) Inadequate freeway access to area; and 4) Poor operations on local roads.  Mr. Maziarz then reviewed the solutions that have been discussed.

Mr. Jim Morrin, Project Manager with DOT came forward to field questions.

Deputy Mayor Prague questioned when is this project projected to be complete?  Mr. Morrin answered that it is being estimated to be complete between 20-25 years.

Councillor Pelkey asked once the master plan is done, will everything happen in pieces?  Mr. Maziarz explained that this project will be in phases.

Councillor Pelkey then stated that he thought an exit off of the highway could not go to private property?  Mr. Morrin told Councillor Pelkey that is policy based on a law.  

Councillor Pelkey asked if an exit to go into the mall off of addressStreetHale Road would be necessary after completion of the service road and flyover?  Mr. Maziarz explained that the exit would be on the extension of addressStreetRedstone Road and then would connect to addressStreetHale Road.  A third interchange would be created between exit 62 and 63.

Councillor Pelkey made two suggestions.  One being that access management be practiced where Dunkin Donuts, I-Hop and the commuter parking lot are located and the second suggestion is to have an exit come off near Joann Fabrics into the commuter parking lot.  Mr. Morrin stated that the idea about the connection to the intersection is a good idea and will be explored further.

6.      Items for Discussion

A.      Buckland Area Transportation Study

Councillor Yagaloff asked that the everyday commuters be considered in the planning of this area.  Mr. Maziarz said that the residents are clearly part of the goal here.  Anyone from the public can give input on the web-site.

Councillor Havens then asked if the Town Council could have an update on this project every year or year and a half because his concern is, what is going to maintain the life of this plan?  Mr. Maziarz explained that in his experience the key is that when everyone is participating there is a better chance for a project to go forward.  In this project, both DOT and the Town’s are interested in this project.

Mayor Streeter thanked Mr. Maziarz and Mr. Morrin for coming before the Town Council with this presentation and stated he looks forward to this project advancing.

Deputy Mayor Prague moved to adjourn the Work Session at 7:57 p.m.  The motion was seconded by Councillor McCann and Approved, unanimously.
