Town Council Public Hearing 10-15-2007 Hybrid Vehicles

PUBLIC HEARING MINUTES

October 15, 2007
7:40 p.m.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        To receive citizen input on an “Ordinance to Grant an Exemption of Property Tax for Hybrid Electric Vehicles and Certain Authorized Alternative Fuel Vehicles”.

Deputy Mayor Delnicki called the Public Hearing to order at 7:40 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately twelve (12) people present in the audience.

The Deputy Mayor asked if there was anyone in the audience who wished to address this proposed ordinance.

Ms. Chris McCann of addressStreet170 Lisa Drive came forward to speak against a tax exemption for hybrid vehicles.  She stated that people who buy hybrid vehicles do not pay sales tax to the State of placeStateConnecticut.  They are also eligible for a tax credit up to $3,000 on their federal income tax, not a deduction, a tax credit.  If hybrid vehicles are removed from the grand list in placeSouth Windsor, other tax payers will pay more to make up for the loss in tax dollars.

Mr. Robert Dickinson of addressStreet19 Birch Road stated he would be in favor of this ordinance as long as there is a limited duration for the exemption of one to two years.

Mrs. Kathy Hale of addressStreet54 Orchard Hill Drive came forward to speak in favor of this ordinance.  The State and the Federal governments both have programs to give incentive for hybrid vehicles.  The reason for these incentives is that the hybrid vehicles save oil and the State of placeStateConnecticut have agreements to try to do various things to reduce oil consumption.  Although there would be a loss of revenue to the Town, which is fairly small, I think it is a good symbolic gesture and does give incentive.

As is the custom, the Deputy Mayor asked for a show of hands for a straw vote on the proposal.  The results were as follows:
