PUBLIC HEARING MINUTES

October 15, 2007
7:30 p.m.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        To receive citizen input on an appropriation of $60,000 from the Capital and Non-Recurring Expenditure Account to fund a new parking lot at the Community Center, addressStreet150 Nevers Road.

Deputy Mayor Delnicki called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately twelve (12) people present in the audience.

Town Manager Galligan explained that as you know there have been issues with the parking at the Community Center and additional parking is required to meet their needs.  What this will do is under the Capital Non-Recurring Account is you can take monies out but you have to have a public hearing and you have to state what the purpose for using those funds are.  There is another resolution on the agenda where we have taken some LoCIP funds and under expenditure funds from the Capital Projects Account which will allow the Town to come up with the amount of money necessary to do the parking lot.

The Deputy Mayor asked if there was anyone in the audience who wished to address this proposed ordinance.

Mr. Larry Torff of addressStreet521 Quarry Brook Drive came forward.  He stated that he does not support allocating money to fund a new parking lot for the Community Center at this current time.  At the Board of Education last week many residents spoke of the shortage of athletic fields and the deplorable state of the fields we have.  Why would the parking lot be any more worthy of investment then athletic fields.  The 2007/2008 budget adopted on May 10, 2007 did not include the parking lot project, thus it had to be a low priority.  If additional money is available for capital projects, the Capital Project Committee should convene and determine which project is next on their priority list.  Not until then should a project be chosen and money be allocated.

As is the custom, the Deputy Mayor asked for a show of hands for a straw vote on the proposal.  The results were as follows:

All those in favor of the Town Council appropriating $60,000 from the Capital and Non-Recurring Expenditure Account to fund a new parking lot at the Community Center, 150 Nevers Road  -  2

All those opposed to the Town Council appropriating $60,000 form the Capital and Non-Recurring Expenditure Account to fund a new parking lot at the Community Center, addressStreet150 Nevers Road      -  2

The Public Hearing was closed at 7:35 p.m.
