1.      Call Meeting to Order

Deputy Mayor Delnicki called the meeting to order at 7:00 p.m.

3.      Public Participation:

Attorney Wayne Gerlt came forward to discuss the easement granted to Evergreen Walk, LLC.  He stated that he would fully support bringing this issue to referendum.  These three parcels, (79, 95, and 103 Buckland Road) are key to the Evergreen Walk development and Attorney Gerlt feels after four years of use, the tax payers of South Windsor should be fairly compensated.  Any compensation would be kept by the Town.  

Mr. Michael Derewianka of addressStreet16 Maple Street came forward.  He stated that he had been before the Town Council earlier in the year requesting help with a problem concerning his well being contaminated by salt.  Mr. Derewianka explained that he has lived at addressStreet16 Maple Street for 16 years.  In 1991 and 1992 the well was tested and the sodium and chloride levels were quite low.  In 2006 the winter season was very mild until the end of the season when active plowing and salting of the roads were performed.  At that time the well was again tested and both the sodium and chloride levels had skyrocketed to over 10 times of what they were in 1991 and 1992.  The Town had switched to a pure salt mixture for plowing purposes.  There have been discussions with Town employees, but Mr. Derewianka is concerned that his well will be contaminated again and with winter approaching he is asking for a resolution to this problem.

Town Manager Galligan said that this matter will be discussed further with staff to see if the Town can come up with a solution.

7.      Executive Session

        Councillor McCann made a motion to go into Executive Session at 7:11 p.m. to discuss:  1) pending claims and litigation, and 2) possible acquisition of land; Councillor Pelkey seconded the motion; and it was approved, unanimously.

        Councillor McCann made a motion to Suspend the Executive Session until the conclusion of the four public hearings; Councillor Moriarty seconded the motion; and it was approved, unanimously.

The Executive Session was adjourned at 8:25 p.m.

8.      Adjournment

At 8:25 p.m. the Work Session was adjourned.
