PUBLIC HEARING MINUTES

September 17, 2007
7:45 p.m.

SOUTH WINDSOR COUNCIL CHAMBERS

PURPOSE:        To receive citizen input on the “Replacement of the PlaceNameFelt PlaceNameRoad PlaceTypeBridge,” in the Town of placeCitySouth Windsor.

Mayor Streeter called the Public Hearing to order at 7:45 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately fifteen (15) people present in the audience.

Deputy Mayor Delnicki recused himself from this public hearing.

Mr. Jeff Doolittle, Town Engineer came before the Town Council to discuss this project.  He explained that in 2004 the Town identified four bridges in need of repair and have had those four bridges inspected, (PlaceNameFelt PlaceNameRoad PlaceTypeBridge over Farm Brook, PlaceNameMain PlaceNameStreet PlaceTypeBridge over Stoughton Brook, PlaceNameMain PlaceNameStreet PlaceTypeBridge over the PlaceNamePodunk PlaceTypeRiver and the PlaceNamePleasant PlaceTypeValley PlaceTypeBridge over the PlaceNameplacePodunk PlaceTypeRiver).  In 2005, WMC Consulting Engineers performed the necessary inspections of all of the bridges and prepared a report.  The inspection revealed that the Felt Road Bridge had deteriorated to a poor condition and is considered to be structurally deficient.  The Town applied for State funding and has received 31% reimbursement.  

Mr. Joe Perna, Project Engineer came before the Town Council to explain what would be involved with the improvements/replacement of the placePlaceNameFelt PlaceNameRoad PlaceTypeBridge.  The design of the bridge is complete and the Town is waiting for final approval by the Department of Environmental Protection.  This project has been approved by the South Windsor Inland Wetland/Conservation Commission and the Army Corp. of Engineers.  Surrounding residents have been informed of this project and all parties are in favor of this project.  A temporary easement will need to be secured for construction of the structure and a permanent easement will be necessary for a relocated sanitary sewer line.  Construction will begin in the Spring/Summer of 2008 and will be completed in November of 2008.  Total length of time for the project is estimated to be approximately seven months.  The roadway will be closed for approximately four to five months and a detour plan is in place.

The Mayor asked if there was anyone in the audience who wished to address this proposed project.  There were none.

As is the custom, the Mayor asked for a show of hands for a straw vote on the proposal.  The results were as follows:

The Public Hearing was closed at 7:52 p.m.
