TOWN COUNCIL                                            WORK SESSION
COUNCIL CHAMBERS                                        SEPTEMBER 4, 2007
SOUTH WINDSOR TOWN HALL                         TIME:  7:00 P.M.



1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:03 p.m.

3.      Public Participation:

        Mrs. Anna Mae Davis of addressStreet9 Ridge Road approached the Council and explained that she was present at the meeting to discuss traffic on addressStreetDeming Street.  The residents of this neighborhood would like to request a “No Thru Traffic” sign on addressStreetDeming Street.  She also requested that more speed limit signs be posted along the street.

        Deputy Mayor Delnicki made a motion to Suspend the Rules in order to go into Executive Session at 7:07 p.m. to discuss 1) the lease terms for 1530 Sullivan Avenue; 2) a personnel issue; 3) financials for a potential economic development project; and 4) possible purchase of real estate for the Town.  Councillor McCann seconded the motion; and it was Approved unanimously

The Work Session was reconvened at 7:40 p.m.

5.      Town Manager’s Report

6.      Items for Discussion

        Additional parking at the Community Center

Councillor Prague began this discussion by stating there have been discussions held regarding additional parking for the Boundless Playground and it is felt that additional parking for the Community Center should be incorporated into this plan at the same time.  Councillor Prague then questioned a Block Grant that is available through a State and Federal Program.

Town Manager Galligan explained that there is Block Grant money that is available for the expansion of the Community Center that the Town could apply for, but the Town would need a plan that is ready to be implemented.  The grant for $750,000 is available in September and then if all of the funding is not used, it would become available again in February.  If after receiving and using the grant money it is found that additional funding is necessary, the Town could re-apply for more grant money the following September.  Mr. Galligan also explained that the design would be required to meet the guidelines of this Federal Program, which would include, but is not limited to, only allowing use of the expanded portion of the building by seniors.  Mr. Galligan suggested that parking be implemented as part of the expansion.  Other sources of funding for this project that could be discussed are the STEAP Grant or unexpended funds from Capital Projects.

The Work Session was recessed at 7:45 p. in order to hold a Public Hearing.

The Work Session reconvened at 7:49 p.m.

        Councillor Pelkey voiced concern with the Block Grant Program stating that because the use of the addition would have to be solely by the seniors, would that then be true for the parking spaces.  If that is the way it would work there would be problems.  Councillor Pelkey stated he would like the addition of the Community Center and the additional parking spaces to be separate issues.  There is presently money available to expand the parking for the Boundless Playground because the parking lot would be used regardless.  

        Councillor Moriarty agreed that the Council should move forward and get the parking done.

6.      Items for Discussion (continued)

        Councillor McCann also agreed that the parking area should be done at the Community Center.  He then stated that there is a need for additional space at the Community Center, but in the future there may be a couple empty schools and that would be a good use for the Recreation Department.

        Mayor Streeter recessed the Work Session, called the Regular Meeting to order at 8:02 p.m. and the recessed the Regular Meeting to reconvene the Work Session.

Councillor Yagaloff suggested that a meeting be set up between the Senior Advisory Board and representatives from the Town Council to discuss the additional parking and the addition to the Community Center.

        addressStreetDeming Street Truck Traffic

Deputy Mayor Delnicki stated that there is a problem with trucks and vehicles using addressStreetDeming Street as a cut through.  He asked if there was anyone from the public present to speak regarding this issue.

Mr. Sal Santos, addressStreet513 Deming Street explained that there have been eighty-five more signatures collected for the petition that has been handed into the Town Council.  It is not only trucks that are a danger to this road, but also vehicles that speed on this road.  Presently, the South Windsor Police have been watching traffic and doing some stops on addressStreetDeming Street.

Mrs. Anna Mae Davis of addressStreet9 Ridge Road came forward and stated that the road also needs to be widened in order to create a safer road.

        Deputy Mayor Delnicki questioned the narrowness of portions of the roadway?  Town Manager Galligan explained that the Town did not have the right of way to widen those portions of the road.  

        Town Council Members discussed the implementation of traffic calming measures on addressStreetDeming Street.  Deputy Mayor Delnicki requested that the Town Attorney report back to the Town Council with ideas of how to regulate traffic on addressStreetDeming Street.

        Town Manager Galligan stated he would discussed this issue with the Town Attorney, but also felt that Chief Gary Tyler should be involved with this issue.

8.      Adjournment

At 8:35 p.m. Deputy Mayor Delnicki made a motion to adjourn the Work Session; Councillor Prague seconded the motion; and it was Approved, unanimously.
