1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 p.m.

B.      Discussion regarding Undesignated Fund Balance Policy, Debt Policy and Investment Policy

Town Manager, Matthew Galligan explained that during the Towns rating procedure there are three policies that are followed which are debt policy, fund policy and investment policy.  The Town has followed these policies for the past ten years, but the Rating Agencies would like to see these policies in

a resolution form in order to give direction to elected officials, Town Managers and Directors of Finance.  Mr. Galligan stated that these policies will be put in resolution form at the next Town Council meeting.

A.      Discussion regarding the Fire Marshal Fees

Town Manager, Matthew Galligan reviewed the proposed Fire Marshal Fees Ordinance with the Town Council stating that plans and specifications are the real focus on the fee structure.  There are items that the Town doesn’t need to charge for.

Councillor McCann questioned how the $75.00 per annual inspection relates to the inspection that is actually done and if there is any benefit to the Town or business in doing that inspection?  Mr. Galligan explained that these inspections are by law and the Fire Marshal does not want to charge the $75.00 because these businesses/people are already paying taxes.

Councillor McCann then asked how the charges for the Fire Marshal to review the plans for additions and new buildings were arrived at; how extensive is the reviews; and how much time does it take for the Fire Marshal to do the reviews?  Mr. Galligan stated that he believes the Fire Marshal has thirty days by law to review the plans, although the Fire Marshal will try to get plans reviewed as quickly as possible.  The Town is encouraging companies to have this review done prior to plans being drawn up because the Fire Marshal may be able to guide them and also reduce unnecessary spending.  The Town did a review of what other Towns charge and decided to use that amount to charge for a plan review.

Councillor McCann stated that he would like more cost comparisons done prior to approving an ordinance.

Answering questions from Councillor Yagaloff, Mr. Galligan explained that an amount to charge was established by value because depending on the Architect or Engineer that the company is using, it may vary the number of inspections necessary.

A.      Discussion regarding the Fire Marshal Fees (continued)

Councillor Prague questioned whether all the tents/canopies would need to be inspected at a craft show?  Mr. Galligan responded that tents/canopies that would probably be inspected are those that have electrical lines, propane lines or ones that may be having some type of demonstration because then you would have to think about ingress and egress in case of an emergency.

Councillor Prague stated that he feels the Fire Marshals responsibilities should be put in writing.

Councillor Pelkey questioned when this ordinance would be in effect?  Mr. Galligan stated the ordinance becomes effective ten days after the Town Council adopts it.

Answering further questions from Councillor Pelkey, Mr. Galligan explained that residential properties would be exempt from these charges.  The Council will have to make the decision on whether to charge for just new construction or if expansions are also included in on this fee structure.

7.      Executive Session

        Deputy Mayor Delnicki made a motion to go into Executive Session at 7:27 p.m. to discuss a personnel issue, abatement for CityplaceMASS StateCONN, and the negotiations for the purchase of two parcels; Councillor Pelkey seconded the motion; and it was Approved, unanimously.

        Mayor Streeter made a motion to adjourn Executive Session at 7:55 p.m.; Deputy Mayor Delnicki seconded the motion; and it was Approved, unanimously.

8.      Adjournment

At 8:00 p.m. Deputy Mayor Delnicki made a motion to adjourn the Work Session; Councillor Moriarty seconded the motion; and it was Approved, unanimously.
