1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:03 p.m.

2.      Roll Call

3.      Public Participation:

        Mr. Roy Normen of addressStreet158 Homestead Drive, South CityWindsor approached the Town Council and thanked Matthew Galligan for all the great work he has done for placeSouth Windsor while serving as the Town Manager.  He also wished Mr. Galligan the best of luck in his new position.

        Mr. Alexander Georgeadis of addressStreet105 Greenfield Drive, South CityWindsor came forward and expressed his condolences for the loss of Councillor Deborah Fine and thanked her for her service to the Town.  Mr. Georgeadis explained that he was present to address the Town Council regarding an issue that dates back twenty (20) years.  The issue involves three (3) lots located on addressStreetGreenfield Drive and addressStreetFarmstead Drive, (L013, L024, and L025).  Mr. Georgeadis then went into the history of these lots saying that they were supposed to be deeded to the Town twenty (20) years ago.  He requested that the Town Council take care of this matter as soon as possible and after this matter is resolved to please write a letter to individuals who were originally involved.

3.      Public Participation: (Continued)

        Mrs. Silvia Georgeadis of addressStreet105 Greenfield Drive, South CityWindsor came before the Town Council to speak in regards to lots L013, L024, and L025.  Taxes have not been paid on these lots since the 1960’s and the Town should have claimed these properties long ago.  Mrs. Georgeadis asked the Town Council to please resolve this issue.

6.      Items for Discussion

A.      Proposed Budgets for: Public Works, Capital Projects, Information Technology and Recreation Department for fiscal year 2007/2008

Public Works

Mr. Michael Gantick, Director of Public Works came forward and introduced the staff that was with him, which were Mr. Clay Major, Facilities Manager; Mr. Fred Shaw, Superintendent of Pollution Control; Mr. Jeffrey Doolittle, Town Engineer; Mr. Karl Reichle, Superintendent of Parks and Grounds; and Richard Rylander, Manager of Fleet Services.  Mr. Gantick then gave a presentation on the Publics Works Budget, which is attached as Exhibit A.

Mr. Jeff Doolittle, Town Engineer reviewed the GIS accomplishments that have occurred since the position was established.  He also stated other projects that are to be worked on.  Various questions were answered for the Council.  There was a discussion regarding lighting being provided at the Boundless Playground in order to eliminate the possibility of vandalism.

Information Technology

Mr. Scott Roberts who is the Information Technology Manager came forward and introduced the proposed budget for Information Technologies, Exhibit B.  Mr. Roberts reviewed accomplishments and discussed items that will be worked on in the future.  Various questions were answered for the Council.

6.      A.   (Continued)

At 8:00 p.m. Mayor Streeter called the Regular Meeting to Order and immediately recessed it.  

At 8:01 p.m. Mayor Streeter recessed the Work Session in order to have State Representative William Aman come forward and read a proclamation for Councillor Fine’s family from the State of placeStateConnecticut, General Assembly into the record.  

At 8:10 p.m. the Work Session was reconvened.

Recreation Department

Mr. Ray Favreau, Director of Recreation came forward and introduced the proposed budget for the Recreation Department, Exhibit C.  Various questions were answered for the Council.  There was some discussion on projects that will be done within this fiscal year budget and there was a lengthy discussion regarding the new program “The 4th R”.  

Councillor Pelkey announced that on June 30, 2007 there will be a grand opening and ribbon cutting for “My Friends Place”.

The Mayor stated that through “The 4th R”, the placePlaceNameSenior PlaceTypeCenter will be gaining necessary space.  The Mayor then thanked the Recreation Department for all of their hard work.

Capital Projects

Town Manager Matthew Galligan reviewed a list of projects that are proposed for the upcoming year, Exhibit D.  The Town Council then had a discussion regarding the lease/purchase of the old post office.  Mr. Galligan explained that the Town Attorney is reviewing the failed decision of the Planning & Zoning Commission on the 8-24 review.

Delnicki made a motion to suspend the Rules and go to Item 7 – Executive Session at 9:15 p.m.; McCann seconded the motion; the motion carried unanimously.

Delnicki made a motion to adjourn the Executive Session at 10:45 p.m.; Pelkey seconded the motion; the motion carried unanimously.

6.      Items for Discussion

B.      Discussion regarding the proposed revised Town Council Rules and Procedures

Councillor McCann reviewed the proposed changes to the Town Council Rules and Procedures and asked the Council Members to review the changes and this item would be discussed at a future meeting.

Mr. Don Gonsalves, 40 Bayberry Trail stated that this issue should be discussed when there is more time because he does not agree with the way meetings are handled.

Mr. Dick Kelley, addressStreet49 Rosemary Lane came before the Town Council to discuss the Zazinski property.  Town Attorney Duncan Forsyth stated that two out of the three parcels of land on addressStreetFarmstead Road and addressStreetGreenfield Drive have been conveyed to the Town of placeCitySouth Windsor and the other parcel is being worked on.  

Deputy Mayor Delnicki requested that the Town Attorney review the proposed ordinance for Troy Road Tractor Trailer Traffic Ordinance.  

Delnicki made a motion to adjourn the Work Session at 10:59 p.m.; McCann seconded the motion; the motion carried unanimously
