1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 9:00 a.m.

2.      Roll Call

Also Present:           Town Manager Matthew Galligan
                                Melanie Crucitti, Director of Finance

3.      Public Participation:  None

4.      Communications:

        Mr. Galligan informed the Town Council that Mr. Richard Bordon is interested in assisting with the search for a new Town Manager for The Town of South Windsor.

        Councillor McCann stated that the Town Council Subcommittee – Rules and Regulations – will be introducing proposed draft amendments to the Council Rules and will be discussed at the first Regular Meeting in May.

        Councillor CityPrague announced that Major Gregory A. Thibodeau, Fire Battalion 102nd Infantry will be coming home today from placecountry-regionAfghanistan.

5.      Items for Discussion

A.      General Government Budget

Mr. Galligan stated that he spoke with Representative Bill Aman and found that the town will be receiving $2.2 million either through the Governor’s proposal or the Appropriation Commission.  If the town can take off an additional $100,000 there will be a substantial savings to the tax base and will bring the mill rate down to 2.09.

Mayor Streeter felt that since there was no public to discuss the budget, that the Town Council should discuss the Town Manager’s budget, Town Council’s budget and Board and Commission’s budget.

Town Council Budget

Council members discussed the necessity for additional funds in order to utilize a Search Committee for a new Town Manager.  The amount designated should be approximately $50,000.

Town Manager’s Budget

Mr. Galligan explained that one item that will need to be done is eliminating the Executive Secretary position under the Town Attorney’s budget and put the position under the Town Manager’s budget.

Councillor McCann asked why there has been such a large reduction in the amount being used under the Town Attorney budget?  Mr. Galligan explained that in previous budgets the town would have to hire outside Attorney’s for various situations and now the town uses the same firm for everything.

Councillor McCann questioned if the cases handled by the Town Attorney are up to date?  Mr. Galligan stated that he has been informed that there has been a quick turn around regarding decisions from the Town Attorney and feels the town is being served well.

Councillor Delnicki questioned, as the town gains more experience with a firm as our Town Attorney, will there be further reductions once the town is dealing with new issues?  Mr. Galligan responded that there may be further reductions after the old case load is complete.

Board and Commissions

The Town Council discussed various budgets of Boards and Commissions.  The Human Relations Commission is requesting $1,000 more dollars to be added to their budget.  This item will be discussed further after the exploration of the programs that are being offered.  Councillor Prague voiced his concern of decreasing the Registrars budget by $20,000 because there will be primaries this budget year.  Mayor Streeter stated that money can be taken out of contingency if necessary.

Councillor McCann asked why $24,000 is being added to the Emergency Planning Budget?  Mr. Galligan explained that the money was put into that budge in case the town decides to go with the Connect 311 system.  Deputy Mayor Delnicki stated he has reviewed information regarding the Reverse 911 system, and would like to have this item on a future agenda to look at the difference between the Reverse 911 system and the 311 system.

6.      Adjournment

At 9:45 p.m. Deputy Mayor Delnicki made a motion to adjourn the Work Session; the motion was seconded by Councillor McCann and approved unanimously.
