MINUTES

TOWN COUNCIL                                            BUDGET WORK SESSION
COUNCIL CHAMBERS                                        APRIL 16, 2007
SOUTH WINDSOR TOWN HALL                         TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 p.m.

2.      Roll Call

Members Present:        Mayor Matthew Streeter
Deputy Mayor Thomas Delnicki
Councillor Edward Havens
Councillor Kevin McCann
Councillor Tim Moriarty
Councillor John Pelkey
Councillor Cary Prague
                                Councillor Keith Yagaloff

Members Absent: Councillor Deborah Fine

Also Present:           Town Manager Matthew Galligan

3.      Public Participation:

        Mr. Robert Dickinson, 19 Birch Road came forward to discuss the resolution regarding clean energy that the Town Council acted on and felt the Town Council should reconsider the resolution.

Ms. Leslie Carmen from the Human Relations Commission came before the Town Council to request a budget increase of $1,000., which would give the Commission a total budget of $3,000.

6.      Items for Discussion

A.      Policies Recommended by Rating Agencies

Town Manager Matthew Galligan reviewed the 10-year budget projections and the bonding process with the Town Council.  Ms. Melanie Crucitti, Director of Finance has written three policies, (Investment Policy, Debt Policy and General-Fund – Undesignated Fund Balance Policy) that will be necessary for future rating procedures.

B.      Proposed Budgets for Town Council, Town Manager, and Boards & Commissions

Fire Department

Chief Crombie presented the proposed Budget for the South Windsor Volunteer Fire Department, (Exhibit A).  Chief Crombie answered various questions from Town Council Members.

Mr. Walter Summers, Fire Marshal presented his budget to the Town Council.  Mr. Summers expressed that the inspection program is very important and helps educate occupants in proper ways of evacuations.  A part time Inspector is included in the proposed Budget.

The Work Session recessed at 7:45 p.m. in order to hold a public hearing.

At 7:49 p.m. the Work Session reconvened.

Boards and Commissions

The only change is Homeland Security.

7.      Executive Session

Deputy Mayor Delnicki made a motion to go into Executive Session at 7:51 p.m. to discuss potential litigation regarding Nomads Adventure Quest, 100 Bidwell Road; Councillor Pelkey seconded the motion, the motion was approved unanimously.

The Regular Meeting was called to order at 8:00 p.m. and then immediately recessed in order to finish the Executive Session.

McCann made a motion to adjourn Executive Session at 8:35 p.m.; Deputy Mayor Delnicki seconded the motion, the motion was approved unanimously.

Deputy Mayor Delnicki made a motion to go into Executive Session at 8:35 p.m. to discuss a personnel matter; McCann seconded the motion; the motion was approved unanimously.

Deputy Mayor Delnicki made a motion to adjourn the Executive Session and Work Session at 9:17p.m.; Councillor McCann seconded the motion, the motion was approved unanimously.
