MINUTES

TOWN COUNCIL                                                    WORK SESSION
COUNCIL CHAMBERS                                                March 19, 2007
SOUTH WINDSOR TOWN HALL                                 TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Streeter called the meeting to order at 7:00 p.m.

2.      Roll Call

3.      Public Participation

Mrs. Jeanne Spencer of 150 McGrath Road came before the Town Council to discuss the proposed ordinance regarding tractor trailer traffic on Troy Road.  She requested that a sign be placed near Battiston’s Cleaners in order to control traffic on Sullivan Avenue.  Ms. Spencer feels that Sullivan Avenue is not made for this type of traffic and she would like to hear from the Department of Transportation.  Ms. Spencer stated that problems will occur if this building is constructed, Sullivan Avenue is not made for the traffic that will occur with this project.

A.      Board of Education – Budget Presentation

At 7:10 p.m., Ms. Janice Snyder, Chairperson for the Board of Education began her presentation of the Board’s proposed 2007/2008 Budget by introducing fellow Ms. Snyder listed the members of the Board of Education who are currently serving on the Board.  Ms. Snyder also introduced Dr. Robert Kozaczka who is the new Superintendent of Schools.

Ms. Snyder and Dr. Kozaczka then made their Budget presentation, stating that the budget for fiscal year 2007/2008 will have an increase of 4.99% over last years budget.  The total amount of the proposed 2007/2008 Budget is $57,554,405.  Ms. Snyder and Dr. Kozaczka then answered various questions from the Town Councillor Members and Town Council Members added their own comments.

B.      General Government – Budget Presentation

At 7:42, Town Manager Matthew Galligan presented the General Government proposed Budget for Fiscal Year 2007/2008, explaining that this budget included a 5.61% increase.  He reported a 5.61% increase in the total budget, including the Board of Education’s Budget.  The proposed increase per household would be 3.71%.

C.      Regional Veterinary Hospital

Chief Gary Tyler came before the Town Council and began his presentation by reviewing the history of the housing for animals for the Town of South Windsor.  Last year it cost South Windsor $20,000 to house our animals in Vernon.  In July 2006 negotiations began with the Humane Society to partner and build a joint facility in South Windsor.  Hartford, East Hartford and Manchester are also interested in this partnership.  We have proposed a bill with our Senator and Legislator to have the State propose bonds for a $500,000 Regional Shelter in South Windsor.  This would give the town enough money to purchase property.  The Humane Society will hire an Architect, (SLAM) to design and construct the facility.  

        Commander Reed reviewed the amount of animals that South Windsor has provided services for, which in some years there have been as many as 100 and others years it may be as low as 50.  Presently the cost to house South Windsor’s animals in Vernon is only for shelter, adoption services or any other services that may be necessary are not included in on the cost.

(At 8:00 p.m., Mayor Streeter called the Regular Meeting to order, immediately recessed it, and reconvened the ongoing Work Session.)

Commander Reed continued by stated that when the town partners with the Humane Society, the Humane Society will be responsible for the adoption process.  This will free up time for the Police Department to do other necessary duties.

Answering questions from the Council, Chief Tyler explained that there have been discussions on housing animals at this facility if there was some sort of natural disaster.  This will be discussed further in the future.  The building will provide an adoption point, drop off point and a veterinary clinic.  The building will be owned by the Humane Society and the town will be able to collect taxes on the property as long as the plan remains as it is presently.  This will be a huge savings for the Town of South Windsor.

At 8:15 p.m. Deputy Mayor Delnicki made a motion to adjourn the Work Session; the motion was seconded by Councillor Pelkey and approved unanimously.
