PUBLIC HEARING MINUTES

DECEMBER 18, 2006

SOUTH WINDSOR COUNCIL CHAMBERS



PURPOSE:  TO RECEIVE CITIZEN INPUT ON PROPOSED APPLICIATION FOR “SURFACE TRANSPORTATION PROGRAM” (STP) FUNDS FOR IMPROVEMENTS TO A PORTION, EACH OF AVERY STREET AND PLEASANT VALLEY ROAD; AND ALL OF SAND HILL ROAD


The Public Hearing was called to order at 7:35 p.m.  First to speak was Town Engineer Jeffrey Doolittle who explained that the plans for improvements to each of these roads was “conceptual” only at this point; and were not “final.”  Providing parameters associated with improvements being considered in each case, Mr. Doolittle noted, initially, that 50 feet was the Town’s standard roadway width.  He then provided the following details on each road--

Sand Hill Road – 3,400 feet of pavement to be improved; 5,400 vehicles per day travel this road; and there have been approximately 25 accidents in the last two years.

Pleasant Valley Road – 2,500 feet of pavement being considered for improvements—ranging in width from 21 feet to 30 feet.   3,000 vehicles per day travel this road; and there have been 11 accidents in the last three years.

Avery Street  -  improvements to 3,000 foot pavement from Kelly Road to Evans Crossing; insufficient drainage in area; 8,500 vehicles per day from the portion of the road from Kelly Road to Dart Hill Road; 24 accidents reported in the last three years.

Following the comments from those present at this evening’s Public Hearing, Deputy Mayor Delnicki read a letter from Mrs. Rose Pastula, 889 Pleasant Valley Road, containing Mrs. Pastula’s comments and objections to the Pleasant Valley Road project.  (A copy of her letter is attached and made a part of this record.)

Most of those speaking from the Avery Street area, voiced their concerns over the “speed” of the motorists using Avery Street; and the fact that many of the motorists were from other Towns, using Avery Street as a means to avoid Rts. 83 and 30 as they headed for the on-ramps of I-84.  More Police “presence” and monitoring of speeds, or perhaps the installation of “speed bumps” as a solution to the speeding along this roadway were their primary suggestions.

Mayor Streeter then conducted a “straw vote” with those present in the audience.  Addressing the Avery Street Project first, he asked:

        Do you approve of the Town applying for STP Funds for Avery Street?

                In favor – 3
                Opposed  -  17

        Do you approve of the Town applying for STP Funds for Pleasant Valley Road?

                In favor – 0
                Opposed  -  18

        Do you approve of the Town applying for STP Funds for Sand Hill Road?

                In favor – 3
                Opposed  -  7

The Public Hearing was closed at 8:20 p.m.
