TOWN COUNCIL BUDGET WORK SESSION
COUNCIL CHAMBERS APRIL 24, 2006

Mayor Streeter called the meeting to order at 7:00 p.m.

6. Items for Discussion
A. Proposed Fiscal Year Budgets for: Police Department; Public Works Department; and Capital Projects
Police Chief Gary Tyler came forward and stated that he had Cmdr. Reed and Cmdr. Hart with him. Chief Tyler went over the administrative portion of the budget. A copy is attached as Exhibit A.
Chief Tyler answered several questions for the Council. He explained that reorganization is the reason that the upcoming budget for Full Time Salaries is about $125,000 less than the current budget. There was also discussion on how

the staffing level is determined and if the Department is keeping adequate staffing with being down 4 officers and soon to be 5. Chief Tyler explained that it costs about $44,000 per officer from the hiring to the date they are on the street by themselves. They discussed the idea of a signing bonus to help with retention and Deputy Mayor Delnicki asked the Chief to come back with a proposal for the Council to look at.
Cmdr. Matthew Reed gave a presentation on the Operations Division’s portion of the budget, a copy of which is included in Exhibit A. He answered a variety of questions for the Council. He discussed the need for another Lieutenant. There was a lengthy discussion regarding private duty and the possibility of increasing the administrative fee.
Cmdr. Thomas Hart gave a presentation on the Support Services Division’s portion of the budget, a copy of which is included in Exhibit A. A variety of questions were answered for the Council. There was a brief discussion regarding the 14 unmarked police cars.
Mr. Michael Gantick, Director of Public Works came forward and introduced the staff that was with him, which were Mr. Richard Boudreault, Administrative Assistant to Director of Public Works and Facilities Manager; Mr. Fred Shaw, Superintendent of Pollution Control; Mr. Jeffrey Doolittle, Town Engineer; Mr. Karl Reichle, Superintendent of Parks and Grounds; and Mr. Mel Stead, Superintendent of Street Services. Mr. Gantick then gave a presentation on the Publics Works budget, which is attached as Exhibit B. Various questions were answered for the Council. There was some discussion on the price of diesel, gasoline, oil, and electricity. There was a lengthy discussion on what should be in the Town parks. There was also some discussion on the student parking situation.
The Mayor asked if there was anyone from the public that would like to come forward and speak.
Mr. Craig Zimmerman of 5A Amato Drive came forward and discussed how it is important to have trash barrels in the parks. He congratulated everybody for having a discussion on the trash in the parks and he personally appreciated that.
The Mayor said that due to the lateness of the hour, Capital Projects would be discussed at the next meeting.

Councillor Pelkey invited the public to attend the Little League’s inauguration of the season and it is their 50th anniversary and they will also be having an event the first week in June.
